discuss this topic!..Have an ICT unit

10101: Each government organization should set up an ICT Unit within the organization. The size and structure of the ICT Unit may vary, depending on the ICT requirements of the organization and the extent to which ICT activities/projects are outsourced.

10102: Roles and Responsibilities within the ICT Unit: The ICT Unit should be responsible for the information and communication technological operations of the organization, for outsourced ICT projects, and be responsible for managing the implementation life-cycle of such projects.

In this case I think, the Size of the Organization should be considered. for example we should re-think about having ICT unit in offices such as Small DS offices, While they lack required staff how do they manage to maintain seperate ICT unit?

My suggesion is to have powerfull ICT unit in the District Office and appoint coordinator from DS office (or sub/ Small offices). This can also be applied to Small Departments as well.

Smiley Yes not only the size, but the level of ICT application, usage and how critical also should be considered.

 Lets take forward this discussion, We need our other friends input too. We are in the process of finalising set of models for each type. So we can incorporate your inputs too.

Yes not only the size, but the level of ICT application, usage and how critical would also should be considered.
We are in the process of finalising set of models for each type.

I agree, some times size doesn't matter compared with the ICT usage. Modelling would be good solution for that.

Sameera,
I think we will be able to start this as pilot one.
First we can select one District and Establish model ICT unit (Re-name existing unit as Model one) at there. Then few sub offices (ex. Few Small DS offices) can be connected to that unit for Implementing the ICT policy and other activities (duties of ICT Unit).

I received the survey doc on "implementation of e-gov policy".. it's good that you have included the the organisation structure with the said doc which will enalble most of organisation to conviice the top management and do necesarry changes as we have to compliance with the gov policy... hope you remember the same we discussed at the last meeting we had with the sec/IT Min.

Do u remember the assignment given under the e-Government policy....done by wasantha Sir in MBA. They asked to propose the structure of IT unit of a DS office. There I proposed ur idea.
 
I also think District IT unit is the most important one as it must be corrdinated all the DS IT units.

There are some IT applications in DS offices.If there is powerful IT unit in District Secretariat,it will also help to share/coordinate HHL information in the district.
