ICT HR Capacity Building will support Re-engineering Government by equipping employees with the required ICT, leadership and management skills and competencies. The second dimension is to provide education and learning opportunities for all citizens by utilizing the ICT infrastructure being established by the Information Infrastructure programme.

Equip government employees with the ICT skills and competencies needed to manage and administer e-government services;
Increase the opportunities and incentives for basic ICT education through ICTAs growing network of Nenaslas, e-learning network and utilizing the network of existing training institutions.
Create a trained pool of professionalsÂ in the government with necessary âe-leadershipâ skills to champion the e-Government projects.
