The Information Infrastructure Program handles all activities that envision giving citizens affordable access to information, modern communication and electronic services at any time, from anywhere, enabling them to be a part of the global community. A question that is often asked is how an ICT Infrastructure programme contributes to a country’s development objectives? The answer has been seen empirically in many developing countries where the following indicators are directly related to growth:

The Vision:
A user-friendly environment and state-of-the-art technology infrastructure throughout Sri Lanka that enables all citizens to have ready access to information, modern communications, electronic services, and content that realize improvements in the quality of life.
Strategies:
- Facilitate the installation of information and communication backbones (Rural Telecom Network) to provide competitive and affordable telecommunications services for various users and provide appropriate channels for delivery of e-citizen services, including but not limited to e-government services, e-commerce and e-learning.
- Establishment of a network of 1000 ICT service delivery centres (Nenasalas) to empower the population in the rural areas of the country, through affordable access to information and communication technologies in local communities.
- Design and implement Technical Architecture, Security and Standards (TASS) across government and all nationwide activities related to ICT.
- Create a “single window” for citizens to access services provided by the government through establishing interoperability standards

Nenasala (Knowledge Centre)
Objective
Empower the rural communities all across Sri-Lanka with affordable access to ICT based services.
Target Group
Rural and semi-urban communities of Sri-Lanka
Description
The project aims to have 1000 Nenasala centres in operation by the end of 2008. A majority of the Nenasalas follow a community model where the centres are established in a central place of a village such as a religious institution, public library or a community organization. These centres provide a range of services including high speed internet to access national, local and international information; e-mail; telephone; computer training classes and other ICT related facilities. Content essential to the rural community is available in Sinhala and Tamil language to all users. To solve the affordability gap; a voucher Programme has been introduced to offer free access to services by men, women and children. The Nenasala will act as a resource center to the village to disseminate knowledge and to share information through the Internet, with the ultimate goal of reducing poverty, peace building, economic and social development and improving the IT literacy rate of the country.

Lanka Gate
Objective
The provision of a seamless interface to all segments of users (local, international, government, and commercial/business) to access every type of on-line information and services relating to Sri Lanka.
Description
Lanka Gate will evolve into a country portal where citizens, the general public, businesses, and government can access and obtain information and integrated government services on-line from a single portal conveniently, consistently, securely and quickly, irrespective of their physical location.
Lanka Gate will be guided by three primary functions:
Information Interface – a web interface to provide general information on Sri Lanka, Government of Sri Lanka, Government services, businesses in Sri Lanka, tourism information, etc.
e-Service Delivery Interface – a web interface to access and obtain integrated government services on-line.
e-Services Integration Infrastructure – a N-Tier based Service Oriented Architecture to interoperate and integrate government e-Services and also providing common shared services such as single sign-on, payment gateway, etc.
Target Group
Sri Lankan Citizens, Government of Sri Lanka, Sri Lankan foreign missions, Sri Lankan & Overseas Businesses, Sri Lankan residents and non-residents and Sri Lankan diaspora.

Lanka Government Network (LGN)
Objective
The objective of LGN is to provide the necessary infrastructure to connect and facilitate exchange of information between all connected government organizations in the network.
Description
The network will be a highly available, secure and reliable backbone that connects all the organizations (initially 325 locations in 3 phases) of the Government of Sri Lanka. The organizations will be equipped with Internet, Email and IP based government-to-government voice services. The project will also address the basic hardware and Local Area Network (LAN) needs of the connected government organizations including providing Wide Area Network (WAN) connectivity to the LGN Hub. Additionally, a Help Desk, Desk Side support and Training will be supplied.
This network will provide the basic infrastructure across which all government information will flow. Therefore, this project will be one of the most critical in facilitating the overall Re-engineering Programme. While LGN will design and implement the required network infrastructure, the Lanka Gate project will deliver the required portal to take the government services to the citizen. All Government Ministries, Departments, Foreign Missions, Provincial Councils, District Secretariats and Divisional Secretariats in the country.
