Lanka Government Network Project (LGN)


Current Situation and Key Problems:

Presently not many government organizations have computers, Local Area Networks (LAN), connectivity to Internet, access to e-mail etc. They also do not have an ICT literate staff.
Project Scope:
Lanka Government Network is the highly available, secure and reliable underlying information infrastructure backbone that connects all the government organizations (initially 325 locations in 3 phases) of the GOSL in a cost-effective and secure manner to provide Internet, Email and IP based voice services to the government organizations. The project will also address the basic hardware and LAN network needs of the connecting government organizations including providing WAN connectivity to the LGN Hub.
Primary goals of LGN:

  1. To establish and operate a central LGN hub to provide Internet, Email and IP based voice services to all GOSL organizations.

  2. To connect 325 government organizations nationwide to the central LGN hub.

  3. To provide appropriate hardware and networking facilities to GOSL organizations.

  4. To provide broadband connectivity to GOSL organizations to create a GOSL IP backbone.

  5. To provide centrally managed Internet access to GOSL organizations.

  6.  To provide centrally managed email access (with web based email access) to all GOSL organizations.

  7.  To provide a centrally managed and trusted secure connection to authorized agencies that are outside of the purview of the GOSL

  8. To provide a basic training to users on the usage of internet, email and IP based voice services.

  9.  To provide helpdesk facility to LGN users.

  10.  To provide desk side support to all GOSL organizations connected to LGN.

Objectives of LGN:

  1. Secure Communication - to facilitate a secure communications network among government organizations in Sri Lanka.

  2. Centralized Control - to provide centralized control and management of the network, thus reducing administration and support at agency sites.

  3. Single Point of Entry - to provide a secure single point of entry/exit to the Internet for all government users.

  4. Email - to provide a centralized government-wide secure electronic mail system with a secure web based email access.

  5. Multi-lingual support - enabling to communicate and understand each other effectively within and across multi-lingual environments and support constituents with diverse language requirements. It s hould support ICTA approved Unicode fonts for local languages and should be supported by the Tri-Lingual key board (supporting SLS 1134 Revision 2 for Sinhala and Renganathan for Tamil).

  6. Adoption of open-interoperability standards - to ensure interoperability between systems regardless of their platform, technology or vendor.

  7. VPN - to provide a VPN gateway for trusted users to access the government network from the Internet.

  8. To allow incremental coverage of the government agencies via a flexible and extensible network design.

  9. To provide centralized Helpdesk and Desktop supports for all government agencies.

Project Management:

A dedicated Project Manager has been appointed to carry out the Project Management functions related to the LGN Project




The Central Hub will comprise redundant equipment located in the middle of the network. Although government agencies will connect to the Central Hub directly, they can still be segmented into their logical network groupings through the use of virtual private networks.

At the Central Hub, the core network infrastructure which operates the government network will have technology capabilities to group related government agencies into a secure virtual network. Agencies within a defined secure virtual network will be able to communicate freely with each other. However, they will have limited or even no access to agencies in other virtual networks. The rules which govern logical groups and access rights can be customized and strictly enforced according to the current security requirements of the government. However, they are also flexible enough to be reconfigured when there are changes in the logical groupings of the agencies.

The Network Operating Centre (NOC) will provide remote monitoring services and control services for the LGN. The NOC will be initially managed by a staff capacity of 11: i.e.: 1 NOC Manager, 2 Network Administrators, 2 Systems Administrator, Security Administrator, Helpdesk Manager and 4 Helpdesk Technicians.

LGN NOC functions:

  •  Monitors the LGN HUB 24 hours 7 days

  •  Monitors and manages the network's performance

  •  Provide Helpdesk Service: 8am - 8pm, Monday - Friday

  •  Serves as a clearinghouse for connectivity, network and PC problems

  •  Responsible for the day-to-day operations of LGN.

  •  Centralized point of network management within a large scale network.

  •  Reports alarms or conditions related to LGN users and the government agencies.

Potential Benefits of LGN project
The following are potential benefits that can be derived from the proposed LGN project:

  1. Scalability of the Network – A key feature of the LGN is its ability to scale easily i.e. adding a new site on the network only requires the site to be connected to the Central Hub via a local lease line (or ISDN). It can then gain access to other sites via settings in the Central Hub.

  2. Improved Security – Reducing the number of entry points into the government system will allow security efforts to be concentrated on the remaining ones thus improving security and reducing the risk of security breaches.

  3. Better Economies of Scale – By having a centrally managed system and the associated size of users and capacity, the government can achieve better economies of scale when negotiating with vendors and local telecommunication providers.

  4. Ease of Administration and Management – With a centralized electronic mail, network and Internet access services, administration and management of these services is also centralized, thus freeing the agencies from these operational tasks.

  5.  Incorporating other Public Networks – The LGN can be extended to incorporate other public networks like schools and hospitals due to its ability to create closed groups i.e. although schools are connecting to the Central Hub, they can be configured to access and/or be accessed by other schools only, and not government departments, etc.

  6. Lowered Total Cost of Ownership (TCO) – The consolidation of hardware as well as administration and management efforts in the LGN subproject will allow the government to enjoy a lower total cost of ownership.

The project will also address the basic hardware (average 10 computers) and LAN network needs of the connecting government organization including providing minimum 128 KBPS WAN connectivity to the LGN Hub.

All the computers, local area network equipments, and the broadband connectivity to the LGN will be provided under this project at no cost to the government organizations. The cost of the connectivity to LGN will be covered for three years under this project.

After three years, the GOSL will include the maintenance cost of the LGN into the budget. This maintenance will include all the computers, network equipments and connectivity charges.
Funding for the Lanka Government Network project is provided by the Export and Import Bank of Korea as a bi-lateral loan. This project will be implemented in three (03) phases within a period of 12 months. All Ministries, Departments, District Secretariats and Divisional Secretariats in the following provinces will be covered for the first three phases of the project:

Total of 325 Government Organizations will be implemented
