Reshan Dewapura
Chief Executive Officer

Reshan Dewapura holds a Bachelors Degree in Electronics and Telecommunications Engineering from the University of Moratuwa, Sri Lanka and a Masters in Project Management from the George Washington University, U.S.A. He has been in the ICT industry for the last 23 years with over 17 years experience in driving large, complex ICT programs and projects. Immediately prior to joining ICTA in 2003, Reshan worked with Hewlett Packard Professional Services in Europe, Middle East and Africa for almost a decade, where he managed some of the largest ICT projects for HP, including the global transition activities of HP's largest multi-national ICT out-sourcing contract. Reshan is a recipient of HP's coveted top Achievers Award for outstanding contributions. He is also a Board Director at Sri Lanka CERT and the LK Domain Registry.
Wasantha Deshapriya
Program Director – Re-engineering Government
Wasantha Deshapriya obtained a B. Sc. from the University of Kelaniya, a Postgraduate Diploma in Computer Technology from the University of Colombo and an M. Sc. from the University of Reading, UK. An SLAS officer with public sector experience for more than 20 years, Wasantha has been involved with government computerisation projects for over 15 years and has been instrumental in the delivery of Public Administration Circulars by email and web from 1999 onwards.
Jayantha Fernando
Program Director/ Legal Advisor
Jayantha Fernando is an attorney and holds a specialized Masters Degree (LLM) in IT & Communications Law from the University of London, which he read whilst on a prestigious British Chevening Scholarship.
He was actively involved with the “e-Sri Lanka Development Project” from the very inception, as a member of the Steering Committee of the design team, and then joining the implementation team. He was instrumental in driving some of the key policy and legislative reforms, most notably the drafting of Electronic Transactions Act (2006), Computer Crimes Act (2007) and advised the formulation of the Payment Devices Frauds Act of 2006 and Payment & Settlement Systems Act of 2005. He was also one of the architects of key institutional models that resulted in the establishment of the ICT Agency, to implement e-Sri Lanka, as well as Sri Lanka CERT.
He commenced his career as a Judicial Intern to Hon Justice Mark Fernando, PC (Senior Judge of the Supreme Court of Sri Lanka) appointed by the Council of Legal Education and then practiced in the appellate courts, before venturing into the field of ICT law. His 15 year ICT legal expertise covers Policy and legal reforms, Internet governance, Domain Name System, Internet resource management and negotiating & drafting contracts for large Information Systems projects.
Jayantha is also a Board member of Sri Lanka Standards Institution (SLSI) and lectures widely on ICT Legal issues at the Sri Lanka Law College, University of Moratuwa and University of Colombo. In the international arena he is part of the global 21 member Internet Registry Services Technical Evaluation Panel of ICANN, and was elected as Vice Chair of ICANN’s Government Advisory Committee (GAC).

Radley Dissanayake
Director - Admin, HR and Operations
Radley Dissanayake has over 30 years' experience in the Public Service behind him, his last post being Deputy Director of the Telecommunications Regulatory Commission of Sri Lanka 1998 -2000. He had served in the Department of Telecommunications as an Engineer, following which he was the head of the Licensing and Spectrum Management Divisions at the Office of the Director General of Telecommunications (predecessor to the Telecommunications Regulatory Commission) from 1993 to1998. Radley also acted as a Consultant in the Public Interest Programme Unit of the Ministry of Economic Reform, advising on regulatory and policy implementation issues.
Athula Pushpakumara
Director - Strategic Communications & Media
Athula Pushpakumara obtained his Diploma in Mass Communication from the University of Sri Jayawardenapura, Sri Lanka and also holds a Diploma in Journalism from the University of Colombo. Athula was a Radio Journalist, News Division, in the Sri Lanka Broadcasting Corporation prior to being appointed Head of Media and PR at ICTA. He is a fellow of the prestigious Radio Netherlands Training Centre (RNTC) in Hilversum and followed the 'News and Current Affairs' course in 1998 and the 'Online Journalism' course in year 2002. Twice recipient of the 'NUFFIC' (Netherlands Organization for International Corporation in Higher Education) scholarship granted by the Royal Dutch Government, Athula did his research on 'Digital News Age' and 'The future of Online Journalism in Europe'. Athula also underwent some Journalism Training organized by the Commonwealth Broadcasting Association and the Asia-Pacific Broadcasting Union.
Athula won the Presidential Award for the Best Radio News Reporter in 1995 for his productios for the National Radio. A member of the Sri Lanka Professional Journalists' Association and the Parliament Correspondents' Association of Sri Lanka, Athula, is one of the founders of Sri Lanka's widely read news websites, LankaPage.com (first Lankan website) and ColomboPage.com.
D.C.Dissanayake
Senior Program Head - Re-engineering Government & Admin and Operations
D.C. Dissanayake holds a Bachelor degree with second class (upper division) from the University of Sri Jayawardhanapura, Postgraduate Diploma in Computer Technology from the University of Colombo and M. Sc. from the Asian Institute of Technology, Bangkok, Thailand. He has gained experiences in the areas of policy formulation, programme implementation and services delivery in the public sector over 28 years and has held key positions in several public organisations. During his career in the public sector, he has instrumental in formulation of national level policies in the areas of Egovernment, Vocational Education and Training and Labour Market Information, preparation of National Information Technology Action Plan, Vocational Education Sector Plans and has involved in introducing innovative technologies for offering several public services more efficiently and effectively. Further, he has contributed to several research initiatives and consultancy assignments on services improvement of public sector. Mr. Dissanayake is an officer belongs to Special Grade of Sri Lanka Administrative Service.
Chitranganie Mubarak

Chitranganie holds a second class (upper) in Chemistry from the University of Colombo. With over 20 years' experience in formulating and implementing national Programmes for export development and promotion, Chitranganie has spear-headed several key export oriented initiatives besides coordinating several donor-funded programmes of the EDB. As Director / TradenetSL, the e- commerce arm of the Sri Lanka Export Development, Chitranganie was responsible for introducing several ICT solutions for facilitating the rural entrepreneur and has played a key role in launching the country's pioneering on-line trading platform.

Christy Perera is equipped with B. Sc. - University of Peradeniya, Sri Lanka, Postgraduate Diploma in Statistics - University of Sri Jayawardanapura, C.Mkt. - the National University of Singapore and Diploma in World Bank Procurement Management - ILO, Italy.
Prior to joining ICTA Christy worked for the SLLT and RS (World Bank funded) Project and the L and JRP (World Bank funded) Project as head of the Procurement Division. Including his experience in the Cooperative Wholesale Establishment as Additional General Manager in charge of marketing and procurement activities for more than 10 years Christy has over 20 years' experience in the procurement activities both local and overseas.
Sanjaya Karunasena
Chief Technology Officer
Sanjaya Karunasena is an Enterprise Architect with over 10 years of industry experience specializing in C/C++, Java and Microsoft Technologies. At ICTA while contributing to the design and the implementation of the nationwide SOA infrastructure, he provides technical guidance to variety of initiatives and is the Chief Software Architect.
Previously, he was the Director of Services in an industry leading SOA company, responsible for all client services and infrastructure services, ensuring efficient use of software systems and IT infrastructure to provide highest level of services over the competition. Also, he has lead a 300+ engineering team, developing many enterprise solutions, providing strategic direction to improve software engineering productivity and software quality.
Sanjaya has significant architecture and development experience on product development and enterprise software development, including experience in the retail and the telecommunication domains. Sanjaya's core competencies include, Enterprise Application Development, Reliable Distributed Systems, Software Architecture, Application Development in J2EE, Application Development in C/C+ +, Application Development in Microsoft .NET Framework, Database Design/Application, Software Development on Linux Platforms and Software Development on Windows Platforms.
Also, Sanjaya is a visiting lecture at Department of Computer Science and Engineering, University of Moratuwa, Sri Lanka and Department of Computer Science, University of Colombo.
Sanjaya has a M.Sc. in Computer Science and a B.Sc. honors degree in Computer Science and Engineering from the University of Moratuwa, Sri Lanka.

Jagath Seneviratna
Program Head- Monitoring & Evaluation
Jagath Seneviratna holds a Bachelor of Science Degree in Agriculture specialized in Economics from University of Peradeniya and a Postgraduate Diploma in Economic Development from University of Colombo. He has acquired special skills and training in managing and designing island wide survey projects and research studies, and designing and heading Monitoring and Evaluation systems in the areas of ICT, HIV prevention, Public Health, Primary Education, Teacher Training, Competition Policy and Consumer Protection. Prior to joining ICTA, Jagath worked for the Fair Trading Commission for eight years as Senior Economist, GTZ Basic Education Programme at the Ministry of Education as Head of Monitoring and Evaluation unit for nearly five years, MG Consultants (Pvt) Ltd as General Manager, Surveys and Research for two years and eSri Lanka Monitoring and Evaluation Project as the local Monitoring and Evaluation expert for one year.

Dil Piyaratna holds a degree in Business Administration as well as MCP and MCSE (Microsoft Certified Network Engineer) certifications from USA. Dil's more than 12-year extensive IT and Project Management experience included utilizing cutting edge technologies in network architectures, client/server applications, ERP/CRM solutions and project management methodology in the Silicon Valley of USA, with companies such as IBM , SUN & Linear Technology. Prior to joining ICTA, Dil worked as an IT Project Manager for Keells Business Systems Limited.
Fayaz Hudah
Program Head - Private sector Development
Fayaz Hudah obtained a B.Sc. in Computing and Information Systems from the University of London and a Postgraduate Diploma in Marketing from the Charted Institute of Marketing UK. He is an Oracle Certified Professional (OCP) and has completed initial studies in Intellectual Property from the World Intellectual Property Organization (WIPO). Fayaz is also a Project Management Professional (PMP) certified by PMI, USA. Prior to joining ICTA, he handled operations at OfficeTiger (Sri Lanka) where he was responsible for managing a 90-member team serving global capital markets. Fayaz started his career at John Keells Computer Services (JKCS) as an Analyst Programmer where he worked extensively with Oracle Tools. An active social worker from school days, Fayaz served as the District Interact Representative of the Rotary District 3220, Sri Lanka and has the distinction of being the Charter President of his Rotaract Club. Fayaz is also a Rotary International Foundation Scholar.
Crishantha Nanayakkara
Head of Technology
Crishantha Nanayakkara holds a B.Sc. (Hons) in Computing and Information Systems from the University of London and a MBA in Information Technology from University of Moratuwa. Crishantha has more than 13 years of software development and design experience in several leading IT companies in Sri Lanka. His core competencies include enterprise application development, database design/development, application development using Java/J2EE technologies, application development using leading ERP software applications and e-Government related research. Currently at ICTA, he is working as the project architect to the Lanka Gate project.
Kanchana Thudugala
Programme Head – eServices
Kanchana is a project management professional with over 10 years of industry experience in project management, business analysis and software development. At ICTA while providing the project management guidance to all the technology team managed projects, he is also the project manager responsible for the Lanka Gate initiative. Lanka gate is a collection of software infrastructure and systems which is envisioned to be the gateway for electronic information and electronic interactions in Sri Lanka.
Prior to joining ICTA, Kanchana was a Project Manager at Millennium IT, responsible for managing telecom projects and billing product development and has leaded a 50+ member project team.
Kanchana is a Certified Project Management Professional (PMP). Also Kanchana holds a Master of Business Administration in Information Technology from the University of Moratuwa, Sri Lanka and a B.Sc. honors degree in Management Information Systems from the National University of Ireland, University College Dublin.
Thushara Suraweera
Programme Specialist
Thushara Suraweera holds a Bachelors Degree in Science and also a Post Graduate Diploma in Business Management from the University of Colombo. Presently, he is reading for his MBA in e-Governance in University of Moratuwa. Thushara is an officer from Sri Lanka Administrative Service (SLAS) with nine years of experience. He has started his career as an IT Specialist at the Policy Research & Information Unit of the Presidential Secretariat in 1998 and also has got his first appointment as a SLAS officer to the same secretariat. He has undertaken various IT management assignments in organizations he has served. Thushara served as an Assistant Secretary to the President, at Presidential Secretariat before he joined the ICTA.

Aruni Goonetilleke
Senior Program Manager
Aruni holds a MBA from the Postgraduate Institute of Management (PIM), University of Sri Jayewardenepura and Bachelor’s Degree in Applied Science also from the University of Sri Jayewardenepura. Aruni is a Senior Program Manager at ICTA where she has served since 2003. She manages the Local Languages Initiative, through which key projects on enabling local language support for ICT have been implemented. Aruni has also managed projects under the area of Information Security including the project on setting up Sri Lanka CERT. Prior to joining ICTA Aruni worked at the Council for Information Technology where she coordinated the work of the Internet Committee, the Committee on Law and Computers and the EDI Committee and she was also involved in the area of ICT Policy.
Nalini Senasekera

Nalini Senasekera holds a B. Sc. in Management Information Systems from the Oklohoma State University, U.S.A . She has over 8 years of IT Industry experience in the private sector where her forte was conceptualising and developing strategic IT educational and training products for both private and Government institutions. Nalini also has had a wide exposure to initiating projects based mostly on training services, liaising with Governmental institutes, taking on diverse roles as a trainer, technical product marketer, human resource developer and implementer of technical concepts. Prior to joining the ICTA, Nalini worked for Lanka Internet Services and Informatics Information Systems (Pvt)Ltd.

Melvin Perera holds a Bachelor’s (Special) Degree in Commerce from the Sri Jayewardenepura University, Nugegoda, Sri Lanka and also passed the Licentiate (Intermediate) examination of the Institute of Chartered Accountants of Sri Lanka (ICA) and is a finalist of the Society of Certified Management Accountants of Sri Lanka (SCMA). Melvin has over 25 years experience in the field of Finance, Accounting, Auditing, Fund Management, Monitoring and Administration in various organisations dealing with audit firms, imports, exports, trading, garments, manufacturing, services and NGOs in Sri Lanka and overseas.
Himira Ratnatilake

Himira holds a bachelor's degree in Electrical & Electronics Engineering from the University of Peradeniya. After graduation he served as a Network Engineer at Internet and Communications Services Unit (ICSU), University of Peradeniya, He gained hands on experience in data/voice networking, implementations and designs with Cisco, 3Com and Ericsson products and HP, Dell, SUN server maintenance and system implementations on BSD and Linux platforms. He joined DMS Electronics Ltd. as a Customer Support Engineer, empowered the UNIX support team with his competencies in OpenVMS, Tru64, Linux, HP-UX/HP-UX, ALPHA Servers and EVA Storages. He also worked as a Technical Consultant and Linux Administrator at Open World Lanka (Pvt) Ltd. He is a UNIX enthusiast and has over 8 years of experience in IT industry. He is a member of the Institute of Electrical and Electronics Engineers (IEEE), Associate Member of the Institute of Engineers Sri Lanka (IESL) and founder member of the Lanka Linux User Group(LKLUG).

He was involved in the implementation of the computerization project on 20+ sites which included the introduction of various manual systems and the subsequent conversions to computerized systems. He was involved in Network Management and MIS operations of the organization and was also involved in ADB funded civil work projects for the company.

Chinthake Ranasinghe holds a B.Sc. (Hon) of Computing and Information Systems degree from the London Guildhall University currently managed by the London Metropolitan University. He has completed the licentiate level examination of the Institute of Chartered Accountancy of Sri Lanka and Audit Training. Prior to joining ICTA he worked for IDM Software International (Pvt) Ltd for 7 years. He has worked as Programmer, Systems Analyst and Designer, Team Leader and Software Development Coordinator. He was a visiting lecturer for IDM Computer Studies (Pvt) Ltd.
Sujith Jayasuriya

Sujith holds a B.Sc. in Applied Sciences from University of Sri Jayewardenepura and a MBA in Management of Technology from University of Moratuwa. He is also a Member of the British Computer Society (MBCS).
Prior to joining ICTA, Sujith worked at HNB Assurance PLC as a Senior Executive (IT Systems) and Sujith has over seven years experience in business analysis and project management disciplines.

Malith Galketiya is a Network and hardware enthusiast with an industrial experience of 4 years. He is a former employee of Sri Lanka institute of Information Technology. Malith is a self learned professional and expanded his knowledge with industry recognized hardware certifications like Diploma in Applications (NIBM) Microsoft Certified Professional, A+ ant Network+. He experts in working in Server environments and hardware trouble shooting.
Somasiri De Silva
Senior Finance Executive
Somasiri De Silva obtained his B.Sc. (Special) Degree in Business Administration from Sri Jayewardenepura University, Sri Lanka. He also holds the Licentiate from the Institute of Chartered Accountants of Sri Lanka, the National Diploma in Accountancy from the Sri Lanka Technical College, the Diploma in Business Studies from the Government Polytechnical Institute at Dehiwala and the Membership of Accounting Technicians of Sri Lanka (MAT). With over 30 years of experience as an Accountant and a Finance Manager subsequent to joining the Government Accountants Service in 1977, Somasiri has been involved in foreign funded Projects during the last 13 years in the World Bank, the United Nations Development Programme (UNDP) and the Food and Agriculture Organisation (FAO).

Shriyananda Rathnayake holds a Master’s degree specialising in Project Management from the University of Kelaniya, Sri Lanka and Bachelor’s Degree in Statistics(Second Class Upper) from the same university. Prior to joining ICTA he worked for the Gamidiriya, Community Development and Livelihood Improvement Project and OneWorld South Asia as Content Consultant. Shriyananda has more than six years’ experience in content development and deployment specially in the ICT Development field.

Sameera Jayawardena holds a BSc. (Hons.) in Computing and Information Systems from the London Metropolitan University, UK. Prior to joining ICTA, Sameera worked for the Tharuna Aruna Project conducted by the Ministry of Skills Development. Equipped with experience in training and management Sameera also worked as the Branch Manager at Vinit Computer Studies and as a visiting lecturer at reputed ICT training institutions. Sameera has been working in the ICT educational field for past six years.
Rukshika Sinharachchi

Rukshika Sinharachchi holds a B. Sc. in Management and a Diploma in Economics from the University of London. In addition Rukshika possesses the Higher Diploma and the Diploma in International Relations from the Bandaranaike Centre for International Studies. Prior to joining ICTA, Rukshika worked as a Manager at the Ceylon Chamber of Commerce.

Indumini holds a MBA from Postgraduate Institute of Management and a Bachelor of Science Degree in Agriculture (Second Class Upper) from University of Peradeniya, Specialized in Agricultural Economics. Prior to joining ICTA Indumini worked at Sri Lanka Export Development Board. Indumini’s over 9 years experience includes e-commerce applications for the development of exports. Further as a Deputy Director at EDB she played a key role in implementing the EU-Sri Lanka Organic Agriculture Project.

Rangalal Willaddara Gamage holds a B.Sc. (Hons) in Electrical and Information Engineering from the Faculty of Engineering, University of Ruhuna. He is reading for the M.Sc in Computer Science in Faculty of Engineering University of Moratuwa.
Rangalal has more than 3 years of software development and design experience in several leading IT companies in Sri Lanka. He has also worked as an Visiting Lecturer at the Department of Electrical & Information Engineering at the Faculty of Engineering, University of Ruhuna.
His core competencies include enterprise application development, Java/J2EE/PHP/.Net technologies, application Servers (WebLogic/WebSphere/Oracle 10g R3), ISO 8583 ATM Transaction processing and Asterisk.

Kasun holds a Bachelor of Science Degree in Information Technology and Diploma in Computer Systems & Networking from the Sri Lanka Institute of Information Technology (SLIIT). He has technical experience in Network configuration and Software development. Kasun expanded his knowledge in the field of Marketing having Preliminary Certificate in Marketing (PCM) from Sri Lanka Institute of Marketing (SLIM).

Sachini Shakila holds a Bachelor of Information and Communication Technology Degree from University of Colombo School of Computing. Prior to joining ICTA she served as a Management Assistant in the Government Sector.

Chathura Sammandapperuma Joined ICTA in 2008 after obtaining his Bachelor of Information and Communication Technology with Honors from University of Colombo. Currently he is reading for the MSc in Management and Information Technology in University of Kelaniya.
