The project managed between the years 2016 and 2017, shall help perform operation and maintenance of Lanka Government Network 1.0 in a secure, reliable and effective manner, serving government organizations, citizens and private organizations.

 

Objectives

• have uninterrupted services and smooth maintenance of LGN 1.0 and LGC 1.0
• ensure smooth migrations and transition from version 1.0 to version 2.0
• provide enhanced services without limitations by version 2.0 of both LGN and LGC
• avoid unnecessary overheads to ICTA for maintenance work
• improve the operation capabilities of LGII
• maintain and support work of LGN and LGC to completely manage by LGII to avoid unnecessary overheads to ICTA

Internet Backbone

Internet Backbone

The Internet Backbone project shall build a highly available, high speed, secure, reliable and centrally managed government network to link all government institutions to a single digital infrastructure / single data backbone to make public services citizen centric and perform cross organizational functionalities electronically. This project shall promote accessibility to the LGN network from anywhere in the country via Wi-Fi technology.

 

Objectives

•    establish government network with 20/50/100 Mbps last mile connectivity to each government organization including post offices
•    establish wireless networks at each government location
•    enable access to unlimited Hi-Speed secure internet facility for government organizations( 5 Gbps up to 10 Gbps)
•    enable access to unlimited Hi-Speed secure internet facility for government organizations
•    enable access to Lanka Government cloud (LGC) services from any government organization
•    enable of integration with existing networks in GoSL with LGN in a secure manner
•    offer a better and cost effective communication platform to users
•    provide trusted and secured connectivity to exchange government data

e-Populations Register Maintenance and Operations

e-Populations Register Maintenance and Operations project would build and maintain the legal and authenticated population register (people hub) for the country as a single window service for citizens and ‘Integrated Service Delivery’ for Government. The system developed for citizens, divisional secretariats and the Registrar General’s Department would be a comprehensive electronic population register, accessed by stakeholders with different privilege levels. This project initiated in 2016 is expected to be complete by 2017.

 

Objectives

• build a consolidated set of basic information of every citizen of Sri Lanka
• issue a unique personal identification number called Sri Lanka Identification number (SLIN) at birth for all citizens
• create an efficient and reliable life events (Birth, Marriage and Death) registration system
• share information with the government institutions which uses the Population Register

Development of Electronic Services

Development of Electronic Services

Initiated in 2016 and expected to be complete by 2017, the Development of Electronic Services project targeting citizens, government organizations, private sector organizations, will provide citizen friendly and efficient online services via multiple delivery and payment channels. Therefore eservices/ mservices projects usually limited to carrying out front-end automation without majorly changing the day-to-day operations of the organization. (No back end operation)

 

Objectives

•    ensure the availability of more complete government online services offered through the internet and /or mobile services
•    ensure the availability of more completed government paying services that leverage internet payment gateways and mobile payments a
•    support and maintain new eServices
•    achieve high level of living standards for citizens, more satisfied citizens, higher efficiency and productivity in government operations and lower corruption in transactions due to availability of data electronically

Web Development Initiatives

Initiated in 2016 Web Development Initiatives will improve quality of web based information and their services to increase citizen satisfaction of government organizations and their services. To support this effort, approximately 200 government organizations websites will be developed and upgraded together with the provision of eServices. The initiatives are forecasted to be completed by end of 2017.

 

Objectives

•    develop a framework to upgrade the existing government websites
•    address the security and scalability requirements of existing government web sites with the new framework
•    align the framework developed  with the government web standards published by ICTA
•    facilitate management of multiple service providers for rapid development of web sites
•    enhance human resource and financial capacity of government organizations to maintain the website and services

Examination and Course Management System for SLIDA

Examination and Course Management System for SLIDA

The Sri Lanka Institute of Development Administration (SLIDA) in collaboration with ICTA intends to develop a comprehensive “Examination and Course Management System” to benefit government officers, citizens and other similar government organizations which conduct examinations. This project initiated in 2016 is expected to be completed by end 2017.

 

Objectives

•    improve the efficiency of examinations, course management and related functions of SLIDA
•    offer online services in key areas of interaction with external stakeholders, e.g. online registrations for government examinations conducted by SLIDA
•    ensure availability of comprehensive examination and cause management system which can be replicated at similar government organizations
•    ensure availability of completed government paying services leveraging internet payment gateways and mobile payments
•    higher efficiency and productivity in government operations
•    a higher level of living standards for citizens and more satisfied citizens
