Chief Executive Officer

Mahinda Herath was appointed as the Chief Executive Officer of the ICT Agency of Sri Lanka, the apex body for ICT development and policy direction within the government of Sri Lanka in October 2019.

Mahinda counts over a decade of experience in the C-suite and before joining ICTA was the Group Chief Digital Officer at Sri Lanka Telecom (SLT) Group. Prior to that, he has held a number of other senior positions in the SLT Group, including the Group Chief Planning Officer, Chief Corporate Officer, Chief Executive Officer of a subsidiary, General Manager in charge of International Business, General Manager in charge of Regulatory Affairs, and the Deputy General Manager in charge of Colombo Metro.

Mahinda is an ICT Specialist with multi-disciplinary skills and a 360-degree exposure in the industry; well versed in the entire value chain, from technology to program management, business development, strategic planning, policy and regulation, and corporate governance. He has undergone extensive industrial training  with reputed international telco service providers, including Telia AB of Sweden, France Telecom, AT&T of USA, and KDD of Japan.

He has also gained certifications in Telecommunication Regulation from the Commonwealth Telecommunications Organization (CTO), Australian Communication and Media Authority (ACMA), and the Public Utility Research Center (PURC)  of the University of Florida. He has been actively involved in the Study Groups of the International Telecommunications Union (ITU), Sri Lanka Association for the Advancement of Science (SLAAS), and International Development Research Centre (IDRC), with several research papers and a book chapter to his credit. He is a well-recognized transformational leader with a proven track record in designing, implementing and managing large-scale transformational journeys with extensive hands-on expertise in the digital transformation. Mahinda has been recognized and featured as a digital transformation leader by the TM Forum, the global industry association that represents over 850 member companies across 180 countries.   Mahinda is  a regular speaker in the international circuit on digital transformation, 5G, AI and IoT. Being a firm believer that technology is not an end but the means, Mahinda has devoted a large part of his professional career for the cause, both as an evangelist and as a catalyst, to make technology meaningful and applicable to the masses through delivery in high social impact areas.

Mahinda is a Chartered Engineer with an Honours Degree in Engineering and a Master’s Degree in Industrial Mathematics.
