ජාතික ඩිජිටල් රාජ්ය සහ රාජ්ය පාලන ප්රතිපත්තිය
දියුණු, සමෘද්ධිමත් සහ සියළු පුරවැසියන් අරමුණු කරගත් රාජ්යයක් ගොඩනැගීමේදී ඩිජිටල් පරිවර්තනයේ ඇති වැදගත්කම ශ්රී ලංකා රජය විසින් දැනටමත් හඳුනාගෙන ඇත. මෙහිදී තොරතුරු සහ සේවා වඩාත් කාර්යක්ෂම හා ඵලදායී ලෙස සැපයීමට රජය විසින් නව තාක්ෂණයන් අනුගමනය කිරීමට අනුබල දක්වයි. ඒ අනුව, ඩිජිටල් චින්තනයක් නිර්මාණය කිරීම තුළින් ශ්රී ලංකාවේ ජනතාව සවිබල ගැන්වීමේ අභිප්රාය ඇතිව, ‘සෞභාග්යයේ දැක්ම’ නම් සිය ජාතික ප්රතිපත්ති රාමුවේ ප්රධාන කුළුණක් ලෙස රජය විසින් ‘තාක්ෂණය පදනම් වූ සමාජයක්’ නැමැති සංකල්පය හඳුනාගෙන ඇති අතර එය ‘ශ්රී ලංකාව සඳහා වූ ජාතික ඩිජිටල් රාජ්ය සහ රාජ්ය පාලන ප්රතිපත්තිය’ සැකසීමට මඟ පාදන ලදී.
තවමත් කෙටුම්පත් අදියරේ පවතින මෙම ප්රතිපත්තිය මඟින්, තාක්ෂණය උපරිම ලෙස භාවිතා කරමින් තාක්ෂණය පදනම් වූ සමාජයක් කරා රට මෙහෙයවන අතර නව අදහස්, වටිනාකම් සහ ප්රතිමාන ප්රවර්ධනය කරන සමාජ ව්යුහයකට අනුව පුරවැසියන්ට සහ ව්යාපාරයන්ට තම සබඳතා පවත්වා ගත හැකි යාන්ත්රණයක් ගොඩනැගීමට අරමුණු කරයි. මෙම ප්රතිපත්තිය මඟින් නිවැරදි ලෙස තාක්ෂණය යොදාගනිමින් එහි ප්රතිලාභ ලබන සමාජයක් සාක්ෂාත් කර ගැනීම සඳහා අවශ්ය වන ‘ඩිජිටල් රාජ්යයක්’ ස්ථාපිත කිරීම සඳහා ශ්රී ලංකා රජයට ප්රතිපත්තිමය මඟ පෙන්වීමක් සපයයි. ද්විකරණය අවම කිරීම, උපරිම සම්පත් භාවිතය, රාජ්ය ආයතන අතර සහයෝගීතාවය සහ රටේ පුරවැසියන්ටත්/ව්යාපාරයන්ටත් බාධාවකින් තොරව සේවා සැපයීම සඳහා රාජ්ය ආයතන අතර පුළුල් සහයෝගීතාවයක් සහ සම්බන්ධීකරණයක් අවශ්ය බව අවධාරණය කරමින් ‘පරිපූර්ණ රාජ්යයක්’ යන සංකල්පය ප්රවර්ධනය කිරීමට එය තවදුරටත් අපේක්ෂා කරයි.
තෘප්තිමත් පුරවැසියෙකුගේ සහ යහපාලනයේ ද්විත්ව ප්රතිඵල හඳුනා ගනිමින්, මෙම ප්රතිපත්තිය මඟින් පුරවැසියන්ගේ පහසුව, පුරවැසියන්ගේ සහභාගීත්වය, පුරවැසි අයිතිවාසිකම්, පිරිවැය ඉතුරුම්, විනිවිදභාවය සහ නවෝත්පාදනය ඉලක්ක කරගත් පරිවර්තනය යනාදී සය (06) අරමුණු අත්පත් කරගැනීම තහවුරු කරයි. මෙම ප්රතිපත්තියට අනුකූල වෙමින් එය අනුගමනය කරන අතරම 'ඩිජිටල් රාජ්ය සහ රාජ්ය පාලනය' යන සංකල්පය ප්රවර්ධනය සඳහා හඳුන්වාදෙන අනෙකුත් ප්රතිපත්තීන්ටද අනුකූලවීම සියළු රාජ්ය ආයතන මඟින් අපේක්ෂා කෙරේ.

National Digital Government/Governance Policy for Sri Lanka
The Government of Sri Lanka has recognized the importance of digital transformation in building an advanced, prosperous and inclusive nation. This directly promotes the adoption of emerging technologies by the government, to become more efficient and productive in information and service delivery. Accordingly, the government has identified ‘A Technology Based Society’ as a key pillar in its national policy framework titled ‘Vistas of Prosperity and Splendour’, with the intention of empowering the people in Sri Lanka through the creation of a digital ideology; which paved way for the formulation of the ‘National Digital Government/Governance Policy for Sri Lanka’.
The policy, which is still in its draft stage, would drive the country’s journey towards a technology based society with the optimal use of technology and aims to develop a mechanism through which citizens and businesses can maintain their relations according to a social structure that promotes novel ideas, norms and values. It provides the policy direction to the government on the implementation of a ‘Digital Government’, which is a necessity towards the realization of a society blended with and benefitted by technology. It further expects to promote the ‘Whole of Government’ concept emphasizing the need for greater collaboration and coordination across government organizations towards eliminating duplication, resource optimization, creation of synergies among government agencies and delivery of seamless services to the citizens and businesses of the country.
Recognizing the twofold outcomes of a content citizen and good governance, the policy upholds the achievement of six (06) goals namely citizen convenience, citizen participation, citizen’s rights, cost savings, transparency and innovative transformation. Furthermore, whilst adhering to and following this policy as the baseline by government organizations, they are expected to adhere to other policies devised to promote the concept of Digital Government/Governance.
