National Cyber Security Operations Center (NCSOC)

Digital Infrastructure development has been identified as one of the key areas towards achieving the national policy objective of digitization of economy by the Government. Usage of government networks and applications will be increased rapidly, and it is essential to ensure the security, availability and convenience. Cyber-attacks against businesses and government agencies are on the rise.

With the vision of creating secure Digital Infrastructure, the Information and Communication Technology Agency of Sri Lanka (ICTA) together with the Sri Lanka CERT|CC has embarked on a significant and important initiative to build the National Cyber Security Operations Center (NCSOC) with the aim to drive a holistic and comprehensive approach to Cyber Security protection for the country. This will enable overcoming the barrier of identifying the cyber security attacks to the information systems in a proactive manner while ensuring the security and availability of government services. This will build the trust on government services which would further facilitate the usage and adoption.

It is intended to offer the services to all key government organizations via the proposed NCSOC. Moreover, critical private businesses such as financial sector, telecommunication sector will also be key stakeholders of this national initiative.

objectives

1. To overcome the barrier of identifying the cyber security attacks to the information systems in a proactive manner.
2. To overcome the service unavailability and interruptions due to cyber attacks of government services.
3. Define and standardize processes and related policies and recommendations for cyber security of the Government.
4. Engage with competent individuals from all stakeholder organizations and to create a pool of resources and thereby create a strong consultative arm.
5. Increase the trust of government service delivery and thereby increase the usage and adoption of on-line service delivery.

In Essence

Project Kick-off : National Cyber Security Operations Center (NCSOC)
With the vision of creating Secure Digital Infrastructure, the Information and Communication Technology Agency of Sri Lanka (ICTA) together with the Sri Lanka CERT|CC started work on implementing the NCSOC. This major initiative is part of the Digital Sri Lanka initiative implemented by the ICTA towards creating a Digitally Empowered Nation. ST Electronics (Info Security), a Company of ST Engineering, Singapore, is engaged in this initiative as the Project Implementation Consultant.

Project Kick-off was held on the 07th of February 2017 at the ICTA premises with participation of Mr. Muhunthan Canagey, MD/ CEO of ICTA, Mr. Lal Dias, CEO of Sri Lanka CERT and Mr. Goh Eng Choon, General Manager of ST Electronics (Info Security).

First NCSOC Stakeholders’ Conference
A collaborative approach with all stakeholders to be adopted from the initial stage for ensuring successful and smooth project implementation. Accordingly, the first stakeholders’ conference was successfully held on 27 April 2017 at Cinnamon Lakeside Hotel Colombo, with the participation of nearly 150 individuals representing government organizations, financial sector, telecommunication sector, academia and professional bodies.

It is intended to continue with the stakeholder engagement in similar and various other mechanisms. The content and the knowledge shared by presenters from ICTA, Sri Lanka CERT and the Project Consultant are available below;
