When the current technology enhancements and trends are considered, it is essential to implement a fully-fledged cloud environment which is capable of facilitating the emerging needs. Furthermore, ICTA is planning for new initiatives such as big data analytics, digital documentation and mGov application which need a fully-fledged cloud environment.

The version 1 of Lanka Government Cloud (LGC 1.0) was initially implemented with the objective of facilitating Lanka Gate and its components and enhanced later as a government cloud. Due to this, there are some limitations to enhance the LGC 1.0 further to cater to all government and emerging needs.

In view of the above facts, ICTA intends to implement an industry standard cloud environment to serve as the ‘Lanka Government Cloud 2.0’ (LGC 2.0) to provide efficient, cost effective, reliable and secure services. LGC 2.0 will cater to all government infrastructure requirements and it is expected that citizen engagement will be increased in numerous ways with proposed initiatives. While LGC 2.0 will be providing answers to the limitations and constraints of the initial version of the LGC (LGC 1.0), LGC 2.0 will create the platform to move forward with government cloud (G-Cloud) concept with great scalability.

Parallel to the Lanka Government Network 2.0 (LGN 2.0) which aims at connecting 3,500 government organizations during next three years, LGC 2.0 will be playing a vital role. Big data cluster will be a key component of LGC 2.0, where all government data belong to all categories will be stored. Big data analytics (or process of examining large data sets containing a variety of data types) which will be a major outcome of the big data cluster can be very effectively used for the economic growth of the country. Apart from this, open data platform will create a conducive environment in the country along with the government’s initiatives such as ‘Right-to-Information – RTI’ act.

LGC 2.0 aims at providing industry standard cloud services to cater to all government. LGC 2.0 will consist of a big data cluster which will facilitate storing of government data belong to any category, big data analytics and open data platform. Moreover, LGC 2.0 will provide common shared services such as document management system.

Cloud computing has emerged significantly and many businesses and governments worldwide entertain number of benefits by subscribing to the services offered by clouds. Under the ‘Lanka Gate’ project of the e-Sri Lanka initiative, the primary objective of this hardware infrastructure was to host a group of systems including Lanka Gate, Country Portal, Mobile Portal, associated e-Services and other re-engineering government solutions. This hardware infrastructure was designed in such a manner that it can be expanded to support not only the systems listed above, but also it can meet IT system requirements of the entire government organizations. Furthermore, this model could entertain hardware (server) requirements of any government organization which is willing to leverage on this infrastructure to add physical hardware resources to increase the scalability. Along with the ‘Government Community Cloud’ concept, this framework of hardware and network infrastructure is named as ‘Lanka Government Cloud (LGC)’.

LGC was implemented in 2011, and LGC is primarily designed for the Infrastructure as a Service (IaaS) delivery model which is the most common cloud delivery model. However, Software as a Service (SaaS) and Platform as a Service (PaaS) delivery models are also desirable for government for hosting some categories of application. ICTA has already deployed several applications under SaaS model.

LGC now runs more than 400 virtual servers for more than 50 applications including critical production systems such as Lanka Gate and its components, e-Services, e-Civil Registry, e-State Land Information Management System and e-Local Government. Government organizations have several benefits such as high availability, security, cost effectiveness, flexibility and easy implementation by leveraging on LGC. Therefore, the demand has been increased.

Lanka Government Cloud (LGC) was implemented with the primary objective of providing reliable, secure and cost effective infrastructure services. LGC is a blade-server based hardware infrastructure with virtualization capabilities with high hardware level redundancy.

Government organizations can leverage on LGC rather than investing on servers and server rooms/data centers.

To build highly available, secure and reliable government network to link all post offices to a single digital infrastructure.

The project will be implemented in 200 post offices in year 2016;

Achieve the connected government concept by connecting every government organization to a single data backbone to make public services citizen centric and perform cross organizational functionalities electronically. Ensure the accessibility to the LGN network from anywhere in the country via Wi-Fi technology.

  • To provide Wi-Fi facility to access LGN services and government services for employees and for citizens as well.
  • To establish a common digital infrastructure to postal network of Sri Lanka to share information and provide digital content and electronic services to general public

Connectivity and LGN P-Connect facilities will be provided to total of 4000 post offices by end of year 2017.

Aligned with the National Policy of ‘Digitization of Economy’, ICTA implements several initiatives to provide efficient and effective services to the citizens and businesses. Improving and developing the digital infrastructure of Sri Lanka is one of the key initiatives undertaken by ICTA towards achieving the above objective. In order to transform Sri Lanka towards a digitally empowered society, ICTA has introduced some revolutionary technologies, LGN is a strategic project of Re-Engineering Government program launched by the ICTA.

The government of Sri Lanka has recognized the need for a digital economy and has taken measures to digitalize the administration in order to successfully face future economic and social challenges.
Lanka Government Network version 2.0 (LGN 2.0) is a Wide Area Computer Network which is the highly available, secure and reliable and dedicated underlying information infrastructure backbone that aims to connect all the government organizations of GOSL in a cost-effective and secure manner to provide centralized Internet, Email and video conferencing services, Enable access to Lanka Government Cloud (LGC) services from any government organization. Also, it’s provide number of government eservices and Provide trusted and secure connectivity to other government organizations to exchange government data through this network.

By successfully deploying the LGN project, ICTA aims at encouraging public sector employees to get better acquainted with Information and Communication Technology (ICT), assuring efficiency and smooth flow of information as well as improving standards of service in the public sector to be able to provide efficient citizen services.




  • To establish a dedicated digital infrastructure to government in order for share  information and
    provide digital content and electronic services to general public.

To formulate policies, operating procedures and guidelines to assure the security of the network to align with industry best practices, the proposed LGN 2.0 initiative offers up to 100 Mbps last mile connectivity for all government location through fiber optic media. Also from this network ICTA intends to build their Local area network with providing Wi-Fi facilities with enabling cross government dedicated network in Sri Lanka.

Lanka Government Network (LGN)

The ‘Lanka Government Network’ (LGN) is the government owned private network which is highly available, secure and reliable underlying information infrastructure backbone that aims to connect all the government organizations of Government of Sri Lanka in a cost-effective and secure manner.

The project was implemented in 3 main stages as follows,
Stage I: Provided LGN facilities to 325 government organizations across 13 districts in year 2007-2010)
Stage II: Provided LGN facilities to additional 151 government organizations across 7 districts in year 2010-2012.
Stage III: Provied LGN facilities to additional 74 government organizations across remaining 5 districts in year 2014.

Lanka Government Network (LGN) is the underlying information infrastructure which is:

  • highly available (works 99.99% of the time)
  • secure (free from virus and hacking, encrypted)
  • reliable (consistent performance)
  • Provide basic computer equipments necessary to support the operations and connectivity
  • Provide network connectivity (LAN) within the organization
  • Provide inter-connectivity (512Kbps WAN) to all GoSL organizations
  • Provide centrally managed email access (with web based email access) to all GoSL organizations
  • Provide centrally managed Internet access to all GoSL organizations
  • Provide centrally managed trusted secure connection to authorized government agencies
  • Provide centrally managed IP based G2G voice services facility to GoSL organizations

Public sector of Sri Lanka is yet to harness the potential of Internet to provide their information and services due to few reasons such as
1. Low penetration of Internet which results in
a) Ignorance of the capabilities of websites to disseminate the information and provide services to their clients
b) Lack of recipients for web based information and services
2. Lack of in-house know-how on web related issues
3. Lack of technical and financial assistance related to web activities such as web development and hosting

Reengineering Government Programme has launched many projects to address above issues. For example LakGovNet project would increase the Internet penetration in the public sector immensely while Government ICT Training project would equip around 10,000 government officers with ICT knowledge and skills in the near future.

In parallel to above initiatives Re-Gov programme has taken two major steps to increase the government web presence.
(A). Government Web Development Project which provides necessary assistance for constructing the websites or revamping the existing websites of the government organizations.
(B). Government Internet Data Center (GIDC) which provides web hosting facilities for the government


The approach of the Re-Gov programme is to select several web developers (through the tender process) and assign them with the development of websites for selected government organizations for developing websites.

The web developers will work with relevant government organizations under the supervision and guidance of Re-Gov Programme.

In order to facilitate common approach for government web development Re-Gov Programme has formulated 3 documents to guide the government organizations as well as web developers a set of web development guidelines for government.

2. Government ICT standards – which set down the web development standards
3. Proposed structure for government websites – This outlines a general structure for government websites
All the organizations that are participated in this project to develop their websites will get the free web hosting facilities for three years, at the Government Internet Data Center

In Essence

(A) Government Web Development Project
The main objective of the project is to increase the Sri Lankan government web presence. This aims at encouraging the public organisation in dissemination of information and delivery of services through Internet by providing financial and technical assistant to construct public websites. This service is provided to government as a complete free service.

(B) GIDC is the government owned Internet Data Center where all government organizations can host their websites and web services free of charge. GIDC consists of all required components of an Internet data center such as security, payment gateways etc. but at the first stage GIDC is only providing web hosting space for the government organizations.

eSLIMS – State Land Information Management System

Land has an asset value and the Provincial Land Commissioner’s Department – Western Province (WP-LDC) and the Department of Land Commissioner General are responsible for managing government lands within the Western Province.
WP-LDC is the key organization involved in state land disposal in WP. It is vested with the responsibility of managing government lands in the Western Province governed by regulations under Crown Land Ordinance, Land Development Ordinance and Land Grant Special Provision Act, Land Redemption Ordinance and Western Province Land Development Statute.
The issuing of land permits, land grants and releasing lands on long term lease are the main functions which are performed by the department. There are several organizations involved in the process of releasing a land i.e. Divisional Secretariat, District Secretariat, Western Province Land Ministry and Ministry of Land and Land Development, Department of Land Commissioner General’s and Presidential Secretariat.

In Essence

This project intended to develop a more citizen friendly and efficient and effective for state land disposal process. Hence this project intends,

  • To develop a solution which captures the entire process of land disposal at Divisional Secretariats, Provincial Departments, Central Government Department, Ministry and the Presidential Secretariat
  • To allow online application service for government lands based on different purposes
  • To provide status details of land release applications to applicants.
  • To provide details regarding government land related regulations and releasing processes.
  • To maintain up to date state land ledger with collection and overdue payments for alienated lands
  • To maintain all records in electronic formats in relation to of land alienation activities in textual any graphical format.
  • To maintain up-to-date details of state lands in Western Province

Successfully established eState Land Information & Management System in year 2013.

State Land Information and management system (eSlims) covered 256 Divisional Secretariats up to now. (Western, Central, Southern, North Western and North provinces are covered).

The existing process

The process of releasing a land is conducted manually at each organization and communicated by post to the next higher level in the workflow.
Key problems related to existing processes
•    Obtaining state land utilization information
Although there are many government organizations which are dealing with crown lands, there is no single location where the information with regard to government lands can be obtained.
•    Accurate information of land alienation transactions
Once transaction initiated on land alienation it travels across many government organizations until it is completed, information is available on current status of such transactions.
•    Obtaining information on un-alienated lands
Currently Department of Land Commissioner General, WP-DLC as well as Divisional Secretariats maintain paper files with regard to the land which have been alienated. However it is very difficult to obtain such information as those are in paper files.
•    Calculating and estimating the revenue income from state lands
Simply because the income is calculated and changed by through manual processes amount is also difficult to calculate and known.


The solution: State Land MIS solution

The following activities are considered as the scope of the State Land MIS solution that could be listed as macro level activities of the eSLIMS solution. They are,

1.    Land grants

Land grants are issued under regulations such as Land Development Ordinance, Crown Land Ordinance and Land Redemption Ordinance. The land grants are issued for those who received/have a land permit. The recipients can be categorized as low income groups, high income groups, farmers’ class, educated youths and Buddhist temples.
There are different types of grants which are issued under different regulations such as Free Grants, Middle Class Grants, Land Development Ordinance Grants and Special Grants. The initial request should be made through Divisional Secretariats. Land grants are issued for special projects, agriculture activities, residents and for the Buddhist temples.

2.    Land permits

The land permit is the initial document which is issued to the selected land applicants under the Land Development Ordinance and Western Province Land Development Statute. Applications are submitted through Divisional Secretariats and it should be approved by the provincial land ministry as per the decision of the provincial cabinet.

3.    Annual land permits

The annual permits are issued to people for the purpose of using short term agriculture activities and residential purpose under Crown Land Ordinance. The request should be submitted through Divisional Secretariat. The permits are issued for an annual fee which is part of the department income.

4.    Land release for departments

This is the process of releasing lands for government department and ministries under Crown Land Ordinance. The request should be made through Divisional Secretariat and the final approval is made by the land commissioner general of the central government Land Commissioner General’s Department. A releasing certificate is issued for the selected government organization.

5.    Long term leasing approval letter.

The long term leasing approval letter is issued under Crown Land Ordinance for a period of 30 years. The recipients are individuals or institutions for the purpose of residence, agriculture, industries, special projects and religions places. The application should be made through a Divisional Secretariat. Final approval is given by the provincial land ministry.

6.    Long term leasing agreements

The lease agreement is issued only after issuing the lease approval letter for a land recipient under Crow Land Ordinance. This is also one of the functions of releasing a land on long term lease. Lease rentals are collected as the income releasing lands for commercial activities.

7.    Vesting orders

Lands which are transferred for government organizations such as Local government Authorities and three armed forces by a vesting order are performed under this process. The approval is given by the H. E. the President.

8.    Yield tax permits

This is a process of collecting tax from lands which are released for the people on the basis of yield consumption. Yield income is collected from the lands issued to departments and auctioning yield of unreleased lands.

9.    Land Kachchary

Lands are released to the people through a Land Kachchary. It is a method of selecting land recipients by evaluating land applications. Selected applicants are issued a permit under Land Development Ordinance and grants under Special Grant Provision Act.

The project intends to develop a more citizen friendly, efficient and effective process for state land disposal by:
a.    Developing a solution which captures the entire process of land disposal at Divisional Secretariats, Provincial Departments, Central Government Department, Ministry and the Presidential Secretariat
b.    Providing status updates on land release applications to applicants.
c.    Providing information on  government land related regulations and releasing processes.
d.    Maintaining all land alienation activity related records in electronic (textual and graphical) format.
e.    Maintaining up-to-date details of state lands in the Western Province
According to the system study conducted at the Land Commissioner Department of Western Province, the envisaged eSLIMS solution has to contribute for the main objectives as well as the supporting activities of the department. Therefore, the functionality of the eSLIMS solution is expected to cater for issuing lands on permits, grants, long term lease for departments and private parties, yield tax collection and vesting orders of the Land Commissioner Department of Western Province.



The eSamurdhi project is to be implemented by Re-Gov (with the assistance of Technology Team (TT) of ICTA) by adopting the Software Development Services Approach (SDSA). This approach requires defining the requirements of eSamurdhi in detail, carrying out a Research and Development (R&D) assignment to define the architecture, deciding on the suitable freely available software products that would cater for the stated functional requirements and finally developing the required software.

Re-Gov has completed the system study by deploying its human resources; however ICTA has decided to select software development service provider to develop independent but easily pluggable software component required for the eSamurdhi solution. The system study has identified nine (9) modules to be included in the envisaged eSamurdhi solution which is described under “Scope of work and outline of tasks to be carried out”.

Samurdhi is the main social welfare program implemented by the government and it is executed by two government organizations i.e. Samurdhi Commissioner General’s Department (SCGD), SASL. The SCGD has been given the mandate of identifying eligible beneficiaries and issue Samurdhi Stamps, by the Ministry of Nation’s Building Sri Lanka as a government department. The SASL is mainly responsible for empowering Samurdhi beneficiaries and low income earners. Therefore, SASL carries out number of development activities targeting to improve beneficiary income level, improve beneficiary savings habits and provide credit facilities for self employment projects. The SASL has been established under the Samurdhi Authority of Sri Lanka Act No. 30 of 1995 and managed by Financial Regulations of the GoSL.

The proposed e-Samurdhi Project mainly focuses on improving the functions and work processes of SASL. It is a centralized solution which covers National level Samurdhi activities and Local government level Samurdhi activities.

SASL is the owner and the primary stakeholder of the e-Samurdhi project. Other stakeholders are Samurdhi beneficiaries, SCDG and District and Divisional Secretariats. The Lanka Government Network (LGN) would be used as the backbone of the e-Samurdhi project. Therefore, this would one of major initiative via LGN to exploit the existing sophisticated network infrastructure for the benefit of citizen and the GoSL.

SASL is comprised of various functional divisions and units. Various activities are carried by those divisions and units at different levels. i.e. National level, District level, Divisional Secretariat level and Wasam level. The following diagram illustrates the organization structure and information flow of the SASL.

As shown in the above diagram the functions of the SASL have been extended to the local government level with different levels of authority. There are subsidiary organizations of SASL at local government level such as Samurdhi Banks, Maha Sangams and beneficiary organizations.

The main functions carried out by SASL are as follows;

a) Planning and Implementation
i. Preparation of divisional action plans
ii. Preparation of programs and measuring indicators
iii. Budgeting
iv. Project proposal handling
v. Project monitoring and evaluation

b) Management of Samurdhi Banks
i. Maintenance of ledgers relating to compulsory savings, loan transactions and Insurance premium collection
ii. Re-investment of bank funds in profitable sources

c) Beneficiary related activities
i. Capture and maintain beneficiaries’ information.
ii. Provide information relating to projects implemented for beneficiaries
iii. Provide assistance to market products of self employees

d) Administration and Human Resource related activities
iEmployee related records maintenance.
ii. Employee related activities such as training, promotion, transfers etc
iii. Administrative activities.
iv. Maintenance of fixed assets

Online Revenue License Issuance

Online Revenue License Issuance

Revenue license online issuance eService is the first transactional eService launched leveraging the Lanka Gate infrastructure. This eService was launched in 30th December, 2009.

In Essence

This eService enables citizens who are having their vehicles registered in Western Province to apply for the Revenue License online.

According to government regulations, at the time of revenue license issuance, a vehicle needs to have a valid Insurance and a valid emission certificate (if applicable). When applying for the revenue license online, the eService allows citizens to selects the respective insurance company and the emission company. Therein the eService will check the citizen’s vehicle against the respective insurance and emission company databases and, upon confirmation of the validity, allows users to apply for renewal.

Citizens can pay for the license using credit cards, and they can print the receipt confirming the payment. The Provincial Department of motor Traffic – WP, will post the citizens original revenue license to citizens home.

ICTA in collaboration with other stakeholder organizations is the process of replicating the e-RL system in other Provinces. By now ICTA has rolled out the e-RL solution into 5 provinces in the country. (Western, Southern, North Western, Eastern and Sabaragamuwa)
