Community access to computer and Internet technology is an essential resource, connecting people to the information and skills required in the modern digital world. By increasing the availability of affordable high-speed Internet access throughout the country, it has the competency to promote economic development and social inclusion. This project aims to accelerate the government’s efforts in enhancing Internet accessibility for Sri Lankan citizens to accelerate economic, social and educational opportunities.
With this vision, the Information and Communication Technology Agency (ICTA) initiated the roll out the ‘Public Wi-Fi’ project under the 100-day program of the Government. The program is being spearheaded by the ICTA along with the support of the internet service providers in Sri Lanka including Sri Lanka Telecom, Dialog, Mobitel, Lankacom, Lanka Bell and Etisalat. The main objective of this program is to allow Sri Lankan citizens to be able to freely access to the internet for a variety of purposes. It is anticipated that access to online information will allow the citizen to pursue goals in education, employment, entrepreneurship, health, governance, etc. The main beneficiaries of this initiative are rural community including unemployed, youth, women and marginalized communities to access the Internet for their day to day information search with an affordable cost.
Public Wi-Fi services play a significant role in individual, group, or a community through access to information and other related services once used effectively and recognizing their potential. Moreover public access to internet help users to be well informed on various issues prevailing in and outside their society, through various informational services. For instance, farmers who use public Wi-Fi can obtain information on agricultural services from the web and able to increase their agricultural productivity through investing in better methods of production and fertilizers. Apart from agriculture, rural people engage in small-scale business activities can use the internet to find more market opportunities. Developing agriculture and business activities can contribute to improving the living conditions in rural areas. Easy access to information and communication services has given agriculture and businesses significantly improved access to markets for agricultural produce and other business products. The Public Wi-Fi project therefore has the potential to assists farmers and business community by providing them with modern technology, as new markets are established for internet base selling of their products and services.
Public Wi-Fi project also plays a role in relation to communication as social media networks are very popular mode of communication in todays’ world. It is evident communication enabled via social networks maintained by families, friends and also customers through the internet.

Current Status
In the first phase of this project, 1000 public locations across the country will be provided with the Wi-Fi service now operational throughout all districts. Inaugurated by the Hon. Prime Minister Ranil Wickramasinghe on March 30, 2015 at the Colombo Fort Railway station. On this day a total of 26 free Wi-Fi zones have been established and Kandy, Polonnaruwa, Matara, Jaffna, Galle, Peradeniya, Katunayake, Ratnapura, Dehiwala, were among the first cities to get the public Wi-Fi service which was promised by the present government before the presidential election. Currently there are more than 300,000 users registered for this service. With this project, main public locations such as all state universities, railway stations, bus stands, hospitals, public parks, libraries, museums and certain government offices were upgraded with the public Wi-Fi Facility.

More frequent usage is reported from Colombo, Gampaha, Badulla, Kandy, Kurunegala, Galle and Anuradhapura districts. Following map depicts all the Wi-Fi locations implemented island wide and Further details are available at the Public Wi-Fi website.

In order to make this service a more easy to use, user –friendly experience, ICTA has engineered a common registration and authentication platform that provides a common Wi-fi User management solution. By using this common platform, regardless of the network used, a citizen can have an account registered and start using Wi-Fi service. Once logged into the portal, it requires to fill user details including the National Identity Card number (NIC). Upon confirmation of the NIC and the mobile number registrant can start using the Wi-Fi service around the country irrespective of the service provider. The advantages of this platform includes:

Public Wi-Fi systems have a promising future in a country where data usage is growing rapidly. During year 2016, the internet penetration in Sri Lanka shows a remarkable growth of mobile broadband connections and an exceptional growth of fixed the internet connection demand and the country is making a digital hub with the growth of e-commerce industry in Sri Lanka. Sri Lankan’s general lifestyle has changed with the internet penetration growth within last few years. The projects such as Public Wi-Fi will have significant impact on leveraging the internet usage in the country and one of the major aspects that have enriched and enhanced in Sri Lankans’ lifestyle is the easy accessibility to the internet via smartphones and other technological devices. It plays an integral part in our day to day life by facilitating us with information search and use of social media networks for communication. As the use of internet penetration continue to improve the services such as mobile banking, online utility bill payments, and online shopping.

However, it is important to note that Sri Lanka’s average internet usage is increasing gradually with regards to the previous decade. According to the recent internet usage statistics the number of active internet users in Sri Lanka is more than 5 Million. The reasons behind the growth of the internet penetration Sri Lanka are smartphone usage, the popularity of social media channels, the growth of e-commerce, the growth of academic systems, the growth of digital marketing efforts, online jobs, and the industrial and commercial factors.

Way Forward

As the project progress is ensured, ICTA is looking forward for achieving the 1000 public Wi-Fi locations by the end of year 2017. Once fully deployed, the project will serve over 10 million concurrent users in its initial 12 months and shall scale up to 15 million and more users. ICTA will further promote public Wi-fi locations countrywide offering internet services and connecting citizens seamlessly to Government online services. The concept of managed services shall be leveraged all throughout the project, not only ensure rapid rollout, a responsive service, allow economies, and other aggregation derived benefits, but also to create commercial opportunities for private sector participants that would redound to greater economic benefit through expanded services for all. For instance, ICTA will introduce additional technological services such as location based advertising campaign while improving the public Wi-fi service.

Heritage tourism has emerged as one of the most successful types of modern tourism. However, at present, the access to information on cultural heritage is limited and scattered. The accuracy and consistency of available information are also of concern.

Therefore, the ICTA initiated the ‘e-Heritage Project’ to introduce cutting-edge technology for the storage and dissemination of information on the cultural heritage of Sri Lanka.

It is a three-year (2016-2018) project, implemented in close collaboration with the Ministry of Education and other national stakeholders. The ICTA will obtain the support of service providers and experts in the fields of cultural heritage, archaeology and tourism promotion during the course of implementation. Sustainability will be ensured through the collaboration with stakeholders to enhance benefits to tourists, students, academia and the society.


The project’s aim is to improve tourists’ access to information, tourists’ knowledge on and satisfaction at heritage sites through a comprehensive digital heritage framework with view to raise Sri Lanka’s image as a ‘heritage destination’.

The Digital Health programme of ICTA aims to create a ‘Digital Health Echo System’ in the country by introducing electronic health records and supportive information systems into the Government healthcare service whist creating an enabling environment for private sector, healthcare professionals, academia and all other stakeholders to engage effectively in implementing digital health across the country by end of December 2018.

Project Goal

To improve quality, safety, efficiency and patient centeredness in the service delivery of Sri Lankan state health sector using information and Communication Technology.

Project Purpose

The purpose of this project is to improve quality and efficiency in health care services provided by the government hospitals in Sri Lanka by implementing electronic medical record and supportive information systems in 300 government hospitals covering the National Hospital, Teaching Hospitals, Provincial and District General Hospitals, Base Hospitals and selected divisional hospitals throughout the country by end of December 2018.


1.    To increase the Electronic Medical Records coverage of the selected hospitals up to 80% from the total patients who access the health services
2.    To ensure availability of updated, accurate information for patient care and planning of health services.
3.    To improve quality and efficiency in service delivery, governance, accountability and effective use of resources of the government hospitals.
4.    To improve the capacity of health authorities to detect emerging and re-emerging diseases and take necessary preventive actions.

Hospital Health Information Management System (HHIMS) is a collaborative effort of the ICTA and the Ministry of Health implemented by the Digital Health project. It is a comprehensive, integrated information management system designed to manage health records/ information of hospitals. HHIMS also provides information on progressive health records of patients for informed decision making. ICTA possess the expertise, experience, materials including software in par with the international standards to implement the HHMIS in Sri Lanka.The system developed on FOSS platform is now have implemented in many Base and District hospitals such as follows.

Web based Document Management System for National Medicines Regulatory Authority (NMRA)

Inventory Management System for Department of Bio Medical Engineering Ministry of Health , Nutrition & Indigenous Medicine


Currently the employees of NMRA and NMQAL are facing huge difficulties when performing their duties as they have to manage a huge amount of paper based files and forms.Most of their working spaces have invaded by the mountains of files which make the working environment very complicated and stressful. Hence the management of NMRA has come up with an idea to get rid of this messy environment by moving to a possible computer based solution.As a result they have invited ICTA, the national consultancy agency for implementing IT based solutions within government organizations in Sri Lanka to team up with them to implement a proper web based solution.

Having accepted the invitation, ICTA conducted a process study at NMRA to identify their complex and interdependent functionalities and possible process reengineering opportunities as the first step.

Proposed web based Document Management System for National Medicines Regulatory (NMRA) is intended to manage the document processing related to issuing certificates for drugs, device and borderline products and activities of its sub division named, NMQAL. ICTA will assist them for future engagements in developing and implementing this system through their expertise of project management.


National Blood Transfusion Service (NBTS) is a special campaign under the Ministry of Healthcare, Nutrition and Indigenous Medicine. It has a unique role providing timely supply of quality assured blood and blood components and related laboratory, clinical, academic and research services for the entire government sector hospitals and for the majority of the private sector hospital in the country.

In order to manage Island wide operations efficiently and effectively, an information system was developed for NBTS, which act as a Management Information System (MIS) based on the primary information. It consists of several components such as Centre Management, User Management, Basic HRM, Donor Registration, Donation Management, Mobile Donation, Campaign Management, Receiving Counter Management, Request Counter Management, Issuing Counter Management, Blood & Blood Component Stock management, Inventory Management and Laboratories.

The system also facilitates decision making through a Decision Support System (DSS) providing a few dash boards enabling accurate planning and forecasting.

The ICT Agency of Sri Lanka is currently working in close collaboration with the National Blood Transfusion Service as the technical adviser to accomplish the Phase I of the National Blood Transfusion Service Information System (NBTSIS).


Being the center of procuring, distributing and maintaining the bio medical equipment and spare parts in Sri Lankan government hospitals, Bio Medical Engineering Department resides a huge responsibility with them. They are frequently troubled with keeping updated records on the locations of medical equipment and their spare parts in the current manual process. With the help of ICTA, Department of Bio Medical Engineering was able to figure out a solution addressing this issue. ICTA has done a comprehensive business analysis to understand the current situation and provided them with a better solution through introducing an efficient and effective inventory management system.

Lanka Government Cloud 2.0

When the current technology enhancements and trends are considered, it is essential to implement a fully-fledged cloud environment which is capable of facilitating the emerging needs. Furthermore, ICTA is planning for new initiatives such as big data analytics, digital documentation and mGov application which need a fully-fledged cloud environment.

The version 1 of Lanka Government Cloud (LGC 1.0) was initially implemented with the objective of facilitating Lanka Gate and its components and enhanced later as a government cloud. Due to this, there are some limitations to enhance the LGC 1.0 further to cater to all government and emerging needs.

In view of the above facts, ICTA intends to implement an industry standard cloud environment to serve as the ‘Lanka Government Cloud 2.0’ (LGC 2.0) to provide efficient, cost effective, reliable and secure services. LGC 2.0 will cater to all government infrastructure requirements and it is expected that citizen engagement will be increased in numerous ways with proposed initiatives. While LGC 2.0 will be providing answers to the limitations and constraints of the initial version of the LGC (LGC 1.0), LGC 2.0 will create the platform to move forward with government cloud (G-Cloud) concept with great scalability.

Parallel to the Lanka Government Network 2.0 (LGN 2.0) which aims at connecting 3,500 government organizations during next three years, LGC 2.0 will be playing a vital role. Big data cluster will be a key component of LGC 2.0, where all government data belong to all categories will be stored. Big data analytics (or process of examining large data sets containing a variety of data types) which will be a major outcome of the big data cluster can be very effectively used for the economic growth of the country. Apart from this, open data platform will create a conducive environment in the country along with the government’s initiatives such as ‘Right-to-Information – RTI’ act.

Cloud computing has emerged significantly and many businesses and governments worldwide entertain number of benefits by subscribing to the services offered by clouds. Under the ‘Lanka Gate’ project of the e-Sri Lanka initiative, the primary objective of this hardware infrastructure was to host a group of systems including Lanka Gate, Country Portal, Mobile Portal, associated e-Services and other re-engineering government solutions. This hardware infrastructure was designed in such a manner that it can be expanded to support not only the systems listed above, but also it can meet IT system requirements of the entire government organizations. Furthermore, this model could entertain hardware (server) requirements of any government organization which is willing to leverage on this infrastructure to add physical hardware resources to increase the scalability. Along with the ‘Government Community Cloud’ concept, this framework of hardware and network infrastructure is named as ‘Lanka Government Cloud (LGC)’.

LGC was implemented in 2011, and LGC is primarily designed for the Infrastructure as a Service (IaaS) delivery model which is the most common cloud delivery model. However, Software as a Service (SaaS) and Platform as a Service (PaaS) delivery models are also desirable for government for hosting some categories of application. ICTA has already deployed several applications under SaaS model.

LGC now runs more than 400 virtual servers for more than 50 applications including critical production systems such as Lanka Gate and its components, e-Services, e-Civil Registry, e-State Land Information Management System and e-Local Government. Government organizations have several benefits such as high availability, security, cost effectiveness, flexibility and easy implementation by leveraging on LGC. Therefore, the demand has been increased.

Lanka Government Cloud (LGC) was implemented with the primary objective of providing reliable, secure and cost effective infrastructure services. LGC is a blade-server based hardware infrastructure with virtualization capabilities with high hardware level redundancy.

Government organizations can leverage on LGC rather than investing on servers and server rooms/data centers.

To build highly available, secure and reliable government network to link all post offices to a single digital infrastructure.

The project will be implemented in 200 post offices in year 2016;

Achieve the connected government concept by connecting every government organization to a single data backbone to make public services citizen centric and perform cross organizational functionalities electronically. Ensure the accessibility to the LGN network from anywhere in the country via Wi-Fi technology.

Lanka Government Network Postal Office Connect (LGN P-Connect) is the high-speed underlying information infrastructure which is:

  • To provide high speed Wide Area Network (100Mbps) connectivity to post offices to connect with LGN main backbone
  • To provide Wi-Fi facility to access LGN services and government services for employees and for citizens as well.

Aligned with the national policy of ‘Digitization of Economy’, of Information and Communication Technology Agency of Sri Lanka (ICTA), which functions under the Ministry of Telecommunication and Digital Infrastructure. ICTA is the apex government organization, mandated to take all necessary measures to implement the Government’s Policy and Action Plan in relation to ICT development across all sectors of the country.

“Lanka Government Network” (LGN) project in near future. LGN is a strategic project of Re-Engineering Government program launched by the ICTA. The government of Sri Lanka has recognized the need for a digital economy and has taken measures to digitalize the administration in order to successfully face future economic and social challenges.

Main objective of the LGN project is to build highly available, high speed, secure, reliable and centrally managed dedicated government network to link all government institutions to a single digital infrastructure. By successfully deploying the LGN project, ICTA aims at encouraging public sector employees to get better acquainted with Information and Communication Technology (ICT), assuring efficiency and smooth flow of information as well as improving standards of service in the public sector to be able to provide efficient citizen services.

Lanka Government Network version 2.0 (LGN 2.0) backbone will be connect all the government organizations of GOSL in a cost-effective and secure manner to provide centralized Internet, Email and video conferencing services, Enable access to Lanka Government Cloud (LGC) services from any government organization. Also, it’s provide number of government e-services and Provide trusted and secure connectivity to all government organizations to exchange government data and information.

As the first phase of the project LGN main VPN core and 860 government organization will be connect that Including 331 Divisional Secretariats, 25 District Secretariats, 50 Ministries, 87 Departments, 46 Hospitals, 321 Other Government organizations island wide.

The proposed LGN 2.0 initiative offers up to 100 Mbps last mile connectivity for all government location through fiber optic media. Also from this network ICTA intends to build their Local area network with providing Wi-Fi facilities with enabling cross government dedicated network in Sri Lanka.
The benefits of this project lies in a wide range as this project remove physical boundaries of the government institutions and offer effective and efficient government service to the public. Through this project, people in rural areas of the country will be able to access to government services even from rural areas of the country. Therefore it will open new business opportunities at the grass root level people due to availability of information and technology. Further it will reduce travelling costs and expenditure on obtaining government services due to the accessibility of government services in every part of the country. Added to that government will get the capacity to perform efficiently and effectively with the improved connectivity and availability of common digital platforms.

It is also expected to achieve significant cost reduction in government sector by avoiding paper based communication and documentation by moving in to digital communication and documentation by using the available government network. Ultimately it will positively contribute to the improve citizen satisfaction and employee satisfaction due to the efficient service delivery and improved job satisfaction as well.

From this network both government employees and citizens will be able to easily connect the network using any of their Wi-Fi enabled device. This has long proven to be a reliable and efficient method of connectivity. Further, both employees and citizens will be allow to access government services and internet using their Wi-Fi enabled device. However, all user group will be allow Wi-Fi with different user policies for the internet access.

Connectivity and LGN 2.0 facilities provided to total of 3500 government organizations by end of year 2017.

Current status

  • 860 sites already selected.
  • Site survey has completed up to 95% .
  • LGN core UAT has Success fully completed
  • User Acceptance testing (UAT) is successfully started by ICTA team for 50 pilot  sites.
  • UAT completed total 120 sites
  • Project Steering Committee has already appointed.
  • Implementation of LGN 2.0 is ongoing

Project Outputs

1.    Established government network with up to 100Mbps last mile connectivity to each government organizations including post offices.
2.    Established wireless networks at each government location.
3.    Enabled access to unlimited Hi-Speed secure Internet facility for government organizations
4.    Enabled access to Lanka Government Cloud (LGC) services from any government organization
5.    Enabling of  integration with existing networks in GoSL with LGN in a secure manner
6.    Offer a better and cost effective communication platform to use with cloud based email facility, G2G IP based voice facility and video communication facility
7.    Offer relevant ICT training facilities to government officers through Capacity Building project

Project Outcomes

1.    Government employees are able to deliver e-government services through a super-fast data exchange backbone.
2.    Improved  access to e-government services by citizens at any time and from any place
3.    Citizens are able to access free internet facilities through LGN Wi-Fi access points.
4.    Improvements in doing business at the grass root level people due to availability of information and technology.
5.    Reduced travelling costs due to the accessibility of government services in every part of the country.
6.    Government can perform efficiently and effectively with the improved connectivity and availability of common digital platforms.

16.    Improved efficiency, authenticity and security of all online transactions and drive the country towards cashless society by facilitating National Payment Platform (NPP) and National Digital Identity (NDI)
17.    Improved efficiency of services delivered from local government authorities by facilitating E Local Government initiative.
18.    Improved satisfaction and efficiency of citizens and employees by facilitating eBMD, ePopReg, eDS, eSLIMS and National Spatial Data Infrastructure (NSDI) systems
19.    Reduced ICT infrastructure costs of the government by facilitating the access to Lanka Government Cloud (LGC) facility where government can host all systems rather than maintaining their own infrastructure.
20.    Improved literacy of ICT all staff of cross government organizations.

The current situation will be analyzed since 550 government organizations are currently utilizing the existing LGN network facilities. The LGN core and selected 50 government organizations will be completed as the after pilot phase of the project. With parallel to the core network implementation, end sites will be provided with necessary network equipment and connectivity. After obtaining the acceptance for the entire end to end functionality from selected set of end sites, the rolling out process will be commenced phase wise.
860 government organizations are expected to be connected with Lanka Government Network 2.0 project. It is planned to complete in year 2017.
ICTA will be closely monitoring the implementation tasks and further followed by strict SLA’s with the service providers to ensure the quality of the service and up time of the facilities. Implementation activities are listed as follows.  Also, the entire project govern by governance framework including policies and procedures.
In Addition, Lanka Government Information Infrastructure (LGII) was established in order to manage, operate and develop the Lanka Government Network (LGN) and related services. Network Operating Center (NOC) and Help Desk shall operative under LGII.

Lanka Government Network (LGN)

The ‘Lanka Government Network’ (LGN) is the government owned private network which is highly available, secure and reliable underlying information infrastructure backbone that aims to connect all the government organizations of Government of Sri Lanka in a cost-effective and secure manner.

The project was implemented in 3 main stages as follows,
Stage I: Provided LGN facilities to 325 government organizations across 13 districts in year 2007-2010)
Stage II: Provided LGN facilities to additional 151 government organizations across 7 districts in year 2010-2012.
Stage III: Provied LGN facilities to additional 74 government organizations across remaining 5 districts in year 2014.

In Essence

Lanka Government Network (LGN) is the underlying information infrastructure which is:

  • highly available (works 99.99% of the time)
  • secure (free from virus and hacking, encrypted)
  • reliable (consistent performance)
  • Provide basic computer equipments necessary to support the operations and connectivity
  • Provide network connectivity (LAN) within the organization
  • Provide inter-connectivity (512Kbps WAN) to all GoSL organizations
  • Provide centrally managed email access (with web based email access) to all GoSL organizations
  • Provide centrally managed Internet access to all GoSL organizations
  • Provide centrally managed trusted secure connection to authorized government agencies
  • Provide centrally managed IP based G2G voice services facility to GoSL organizations

Public sector of Sri Lanka is yet to harness the potential of Internet to provide their information and services due to few reasons such as
1. Low penetration of Internet which results in
a) Ignorance of the capabilities of websites to disseminate the information and provide services to their clients
b) Lack of recipients for web based information and services
2. Lack of in-house know-how on web related issues
3. Lack of technical and financial assistance related to web activities such as web development and hosting

Reengineering Government Programme has launched many projects to address above issues. For example LakGovNet project would increase the Internet penetration in the public sector immensely while Government ICT Training project would equip around 10,000 government officers with ICT knowledge and skills in the near future.

In parallel to above initiatives Re-Gov programme has taken two major steps to increase the government web presence.
(A). Government Web Development Project which provides necessary assistance for constructing the websites or revamping the existing websites of the government organizations.
(B). Government Internet Data Center (GIDC) which provides web hosting facilities for the government


The approach of the Re-Gov programme is to select several web developers (through the tender process) and assign them with the development of websites for selected government organizations for developing websites.

The web developers will work with relevant government organizations under the supervision and guidance of Re-Gov Programme.

In order to facilitate common approach for government web development Re-Gov Programme has formulated 3 documents to guide the government organizations as well as web developers a set of web development guidelines for government.

2. Government ICT standards – which set down the web development standards
3. Proposed structure for government websites – This outlines a general structure for government websites
All the organizations that are participated in this project to develop their websites will get the free web hosting facilities for three years, at the Government Internet Data Center

In Essence

(A) Government Web Development Project
The main objective of the project is to increase the Sri Lankan government web presence. This aims at encouraging the public organisation in dissemination of information and delivery of services through Internet by providing financial and technical assistant to construct public websites. This service is provided to government as a complete free service.

(B) GIDC is the government owned Internet Data Center where all government organizations can host their websites and web services free of charge. GIDC consists of all required components of an Internet data center such as security, payment gateways etc. but at the first stage GIDC is only providing web hosting space for the government organizations.
