Thusha Mukunthan is in charge of delivering some key eGovernment initiatives which aim to transform the way government services are delivered to citizens and businesses. Currently her role at ICTA varies from project management to change management to product management.
Thusha is managing the eLocal Government (eLG) project which envisions to streamline and optimize the manner in which the local authorities of Sri Lanka deliver their services to citizens. Sri Lanka has adopted decentralization policy, which have resulted in formal devolution of powers to local authorities operate across the country in both urban and rural areas. They are responsible for providing a variety of local public services including roads, sanitation, drains, housing, libraries, public parks and recreational facilities.
Thusha is also overseeing the Doing Business Index (DBI)initiative which aims to drastically improve the manner in which businesses interact with the government and to improve the investmentclimate of the country via many initiatives.
In addition she enjoys being a resource person in eGovernment courses aimed at improving the knowledge and skills of the public sector employees. Thusha also enjoys sharing her knowledge and experience in project management and change management with fellow colleagues in the government and private sector through forums and conferences.
Thusha has also relentlessly worked towards creating an awareness about agile way of doing projects within ICTA. Thusha strongly believes that adopting an agile framework is an efficient way to deliver projects. Thusha is an advocate of Scrum agile framework and she is working towards standardizing the internal processes and formulating best project management practices based on agile framework at ICTA.
Thusha has worked both in the public and the private sector of Sri Lanka in varying roles. Thusha has over 10 years of experience in the areas of project management, telecommunication, software engineering, web development and customer care. Prior to joining ICTA, Thusha has worked in some leading private sector companies in Sri Lanka.
Thusha Mukunthan holds a Bachelor’s Degree in Information Systems from Manchester Metropolitan University of United Kingdom. Thusha is a also Project Management Professional (PMP) certified by PMI, USA and a Certified Scrum Master (CSM). Thusha is also reading for her Master of Business Administration degree at the prestigious Postgraduate Institute of Management (PIM) of Sri Lanka.
In her own words, working for ICTA is not just a job but a passion for Thusha. She feels that ICTA provides a unique opportunity to make a difference in the lives of people by transforming the way people interact with the government and she is grateful for the opportunity she has to be a catalyst in that journey. Her greatest satisfaction comes from seeing how her colleagues in the government embrace the changes that are introduced through reengineering exercises amidst many challenges and how these changes in return make the citizens’ interaction with the government that much easier and efficient.
