ePayroll Management System
The "ePayroll" project, initiated in August 2017 and successfully concluded in May 2023, represents a significant leap forward in payroll management for the Ministry of Finance (MOF) and associated departments. For years, the Government Payroll System (GPS), dating back to 1985, had been the stalwart for salary processing across all government institutions. However, with the aim of enhancing efficiency and effectiveness in payroll management, the MOF's Information Technology Management Department (ITMD) sought to implement a tailored Payroll Management System. Also, this endeavor was a specialized version derived from the payroll sub-module within the Human Resource Management (HRM) module was developed for the eSamurdhi system by hSenid in 2010.
The project's objectives strategically aligned with the contemporary demands of efficient HR planning and utilization. It envisioned integrating lower-level payroll activities seamlessly with national level payroll operations. The primary focus was to provide up to date HRM information to all tiers of the payroll system, enhancing productivity and utilization of HR across various institutions.
The "ePayroll" project has designed to revolutionize payroll management within the Ministry of Finance (MOF) and its affiliated departments. The project's scope encompassed a series of crucial endeavors, including identifying user requirements, comprehensively reviewing the functional and technical dimensions of the payroll module, and scrutinizing the system's overall architecture. This scope also involved meticulous project planning, submission of DSRS, and conducting rigorous user acceptance testing UAT sessions. Ensuring compliance with quality assurance and audit requirements, providing extensive user training, and addressing system issues and bugs were integral parts of the project's scope.
The ultimate outcome was the successful development and integration of a tailored Payroll system that seamlessly interfaces with the CIGAS accounting system, significantly enhancing payroll processing efficiency within the MOF and its associated departments. Moreover, the project envisions implementing this specialized ePayroll solution across various government organizations, making it a standardized and efficient payroll management tool.
