e-Parliament Initiative: IT for parliamentary work

Parliament is the apex of all representative bodies, and is the sovereign legislature in the country. Its purpose is to exercise effective supervision through its procedures ensuring the effective functioning of the Government.

In recent years, Parliament has begun to exploit advances in Information and Communication Technology (ICT) to support its many functions and modernize the institution. Parliament of Sri Lanka has developed e-Parliament strategy to accommodate institutional growth, improvement of internal processes, stakeholder satisfaction and cost effectiveness. Information and Communication Technology Agency of Sri Lanka (ICTA) and Parliament of Sri Lanka collaboratively has taken the initiatives to implement efficient and effective ways of operating to fulfill their essential administrative and parliamentary functions.

The eParliament Initiative aims at providing enhanced legislative and parliamentary services to all the stakeholders of the parliament  through innovative state-of-the-art ICT tools and solutions that increase parliament’s openness, accessibility and effectiveness.

The transformation to a fully digitalised process is an ambitious and complex undertaking, especially as the programme’s many sub-projects have to fit together. Over time, the necessity to define clear priorities in order to keep focus and speed became more and more obvious.

The full benefits of the eParliament initiative will only be achieved once all key components are in place, ensuring optimum efficiency and resource savings. The current phase of development will be completed by the end of 2019.

 

In Essence

eParliament can simply be defined as the use of information and communication technologies to improve parliamentary internal processes and the facilitation of a two-way interaction with constituents.

Development initiated of Document Managemnet Sytem for parliament of Sri Lanka

Overall objective(s)

• To enhance efficiency and effectiveness of the core functions through effective information management.
• To empower average citizens with knowledge and information on important issues and parliamentary decisions.
• To provide accurate and timely information to the Members of Parliament (MPP) to support their decision making process.
• To enhance the network infrastructure and its capacity and performance with the introduction of bleeding-edge IT technology and equipment to empower its varied user base with nowadays advanced information technologies.

The project objective(s)

• Carry out a comprehensive business analysis exercise, to enable the Document Management System of Parliament of Sri Lanka to improve its operational performance, monitoring and evaluation capability, and to achieve responsive, effective, and accountable governance.
• Acquire/Develop a robust and scalable Document Management System (DMS) which facilitates parliamentary document management processes.
• Adaptation of newer technological equipment to the network infrastructure of the Parliament of Sri Lanka as necessary to cater the future ready IT requirements of next age.
• Equip parliamentarians and other officials with tools and technologies to stay ahead of technological change.

Outputs

• Successful completion of the DMS to parliament of Sri Lanka.
• Successful completion of study, identify, analyze, improve and record document manages process requirements of the Parliament of Sri Laknka.
• Successful completion of existing network infrastructure improvement at the Parliament of Sri Lanka.
• Successful delivery of technological equipments for parliamentarians and other officials.
• Successful training completion to equip staff with the knowledge and skills.

Outcomes

  • Improved operational performance, monitoring and evaluation capability, and responsive, effective, and accountable governance of Sri Lanka.
