Empowering Public Service through Digital Payments (GovPay)

The Information and Communication Technology Agency (ICTA), in collaboration with the Ministry of Public Administration, successfully conducted an awareness session to introduce GovPay - Government Digital Payment Platform (GDPP) – to over 100 public Officers from District and Divisional Secretariats of the Western Province.

GovPay offers a streamlined, secure, and efficient payment solution for government institutions, eliminating the need for physical cash handling while enabling real-time revenue collection and improved financial transparency.

Mr. S. Alokabandara, Secretary to the Ministry of Public Administration, chaired the workshop, which brought together Divisional Secretariats, District Secretariats from Colombo, Kalutara, and Gampaha, officials from the Ministry of Public Administration, as well as team members from LankaPay and ICTA. Their collective engagement reflected a growing commitment to adopting digital payment infrastructure at the operational level of government.

The discussion focused on the transformative benefits of GovPay for public institutions. Among the key advantages highlighted were the potential for faster and more efficient revenue collection, a significant reduction in manual processes and operational overhead, and enhanced decision-making capabilities through real-time analytics. Additionally, participants recognized how adopting digital payment systems can elevate institutional credibility and demonstrate leadership in modern public service delivery.
For citizens, GovPay simplifies access to government services, enabling secure online payments, reducing the need for in-person visits, and extending digital access to both urban and rural communities.

The session also featured insights from Dr. Roshini Dissanayake – Additional Secretary, Regional Administration Reforms Division, Mr. A. G. Nishantha – Additional Secretary, Home Affairs Division and resource persons Mr. Udaya Kasthurirathne – ICTA and Mr. Malan Mendis – LankaPay who underscored the role of GovPay in Sri Lanka’s broader digital transformation journey. Dr. Hans Wijayasuriya, Chairman of ICTA and Senior Advisor to the President on the Digital Economy, led the strategic dialogue, emphasizing the national imperative of data-driven, platform-based service models with a strong focus on citizen-first governance.

To date, over Rs. 50 million in government revenue has been processed through GovPay, with 43 institutions already onboarded.
Institutions not yet integrated are encouraged to begin the onboarding process and nominate a focal point for coordination.
