GovPay Crosses 50 Organisations and Announces Plans for the Future of Government Digital Payments

Colombo, 14 July 2025 – At a media conference held today, the Information Communication Technology Agency (ICTA), in collaboration with LankaPay and under the guidance of the Ministry of Digital Economy, showcased the growing success of GovPay, Sri Lanka’s official Government Digital Payment Platform. The briefing also highlighted the pilot rollout of the online traffic fine payment system and marked the official launch of the revamped GovPay.lk website. 

Since its official launch by His Excellency the President on 7 February 2025, GovPay has rapidly scaled across the public sector. As of today, the platform has successfully onboarded over 50 government organisations, enabling around 700 active government services to be paid digitally. GovPay has processed 7024 transactions, collecting a total of Rs. 65.62 million in government revenue via seamless, secure digital payments.

Speaking at the media conference, Eng. Eranga Weeraratne, Hon. Deputy Minister of Digital Economy, noted:

“Reaching 50 organisations island wide is not just a milestone, it’s a clear signal that GovPay is leading Sri Lanka’s national drive toward building a cashless society. By digitizing government payments, we are making public services more accessible and efficient, while also empowering every citizen to participate more actively in the country’s economy. This is more than a technological shift, it’s a transformative step toward financial inclusion, transparency, and economic empowerment for all.”

Dr. Hans Wijesuriya, Chief Advisor to the President on the Digital Economy and Chairperson of ICTA, emphasized:

“GovPay represents a pivotal step in Sri Lanka’s journey toward a fully digitized economy, ensuring that every citizen can pay for government services with ease and convenience. GovPay is a highly scalable platform, and we are confident that the 50+ organisations connected will grow exponentially – leading to the establishment of an accessible and trusted digital ecosystem of nationwide scale.”

Harsha Purasinghe, Board Member of ICTA, added:

“Reaching 50 organisations is a significant milestone, but our real journey begins now. Our immediate goal is to onboard 100+ government organisations within the next couple of months and drive massive citizen adoption of digital payments across these services. We are aiming for over a billion rupees in transaction value within the next 12 months — bringing unparalleled convenience to citizens, advancing Sri Lanka’s vision for a truly digital government, and contributing meaningfully towards the government’s ambition of achieving a USD 15 billion digital economy.”

Among the top-performing institutions on the platform are the University of Moratuwa, Kotelawala Defence University, Department of Technical Education and Training, and the Apeksha Cancer Hospital, each reflecting high transaction volumes and user trust.

In parallel, ICTA also announced promising progress on the online traffic fine payment system, a real-time traffic fine issuance and payment system. Launched as a pilot in April 2025 across selected police divisions, the system has already processed 461 digital transactions, collecting over Rs. 739,500. The pilot is currently active in locations including Kurunegala, Anuradhapura, Dambulla, Kekirawa, and surrounding divisions.

Channa De Silva, CEO of LankaPay, also announced:

“GovPay is a citizen-centric digital payment service enabling the government to collect revenue efficiently while providing greater convenience to citizens. This service will be further enhanced soon by bringing in card payment option in addition to the current account-based payments. With this newest feature, GovPay will become more accessible and flexible to citizens by allowing them to make payments even from overseas using their credit/debit cards. LankaPay is proud to be the technology partner for this groundbreaking initiative, which is expected to grow to over 150 government organizations by the end of the year.”

Adding to the vision, Sanjay Karunasena, Acting CEO of ICTA, stated:

“GovPay marks the first step toward establishing a secure, scalable, and interoperable Digital Public Infrastructure (DPI) for payments in Sri Lanka. The envisioned Payment DPI will operate as an open-loop system, supporting multi-network participation. Our vision is to streamline government transactions while fostering private sector innovation, encouraging market competition, and ensuring vendor neutrality.”

ICTA also unveiled the revamped GovPay.lk website at the media briefing, which now includes an enhanced user interface and real-time dashboards for better visibility of transaction volumes and institutional performance.

ICTA and the Ministry of Digital Economy urged all government institutions to integrate with GovPay to improve service delivery, increase transparency, and reduce operational burdens. Institutions are encouraged to nominate a focal point and begin onboarding immediately.

Citizens are also encouraged to make their government payments through the GovPay platform via Banks or FinTech Apps, where services are now available 24/7 with a secure and simple process — designed to bring convenience and accountability to everyday transactions.
