30 Jul 2025
As part of Sri Lanka’s journey toward digital governance and citizen-friendly services, the Information Communication Technology Agency (ICTA), in collaboration with LankaPay and the Sri Lanka Police, successfully conducted Phase 1 training of the GovPay Online Traffic Fine Payment System for the Western Province and Highway Police Divisions.

Held recently, this first rollout training session brought together over 300 Traffic OICs and officers from the Western Province and Highway Police Divisions, covering 158 police stations (127 in Western Province and 31 in the Highway Division). The session marked a major step toward the nationwide implementation of a modern, transparent, and convenient digital payment process for traffic fines.
This hands-on training covered:
• Using the GovPay platform for online traffic fine payments
• Device setup and real-time reporting & reconciliation
• Interactive experience sharing and Q&A
By equipping police officers with the skills to operate the system efficiently, this initiative paves the way for real-time, cashless traffic fine payments, improving transparency, convenience, and public trust in the process.
Key stakeholders, including DIG Indika Hapugoda (Traffic HQ), SSP Manoj Rangala (Director, Traffic HQ), Harsha Purasinghe (Board member of ICTA), and Deputy CEO Dinuka Perera and team from LankaPay, were present to witness this landmark step in digitizing traffic fine payments.

With this successful session, ICTA, LankaPay, and the Sri Lanka Police are now gearing up to take the GovPay Online Traffic Fine Payment System to the next level—rolling out across the island to deliver a faster, safer, and more transparent public service experience for every citizen.
