Digital Libraries for Knowledge Enhancement


Libraries have always strived to collect process and disseminate information. But information today exists in many forms than just as printed matter and nowadays readers are shifting from the traditional sources of reading; printed materials to e-materials such as e-books, e-journals, e-newspapers, etc. However, the availability and better access to information using appropriate technological innovations is limited.

It is observed that the libraries in Sri Lanka are faced with severe challenges including the need for better educational resources as well as appropriate technology infrastructure to provide modern library services.

Therefore, ICTA proposed to address these issues through Digital Libraries Project in collaboration with Ministry of Education, Ministry of Provincial Councils & Local Government and National Library and Documentation Services Board.
It is planned to establish 26 Digital Libraries, one in each District and at the National library to provide convenient and affordable access to electronic information / eBooks and educational materials, whilst encouraging the usage of Digital Libraries.
The required digital infrastructure, equipment and the capacity development will be provided by the ICTA to strengthen the electronic archive records systems and introduce modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country.

  • Infrastructure of public libraries will be modernized, and modern library services will be introduced to the public. Thus, enhance the level of usage of public libraries in the country.

  • Ensure the availability and access of the accurate educational information in digital format to the public.

  • Create a knowledge center using new technological aspects in each selected public library in the country to increase reading practices among new generation.

  • Increase access to information and bringing organization to the unstructured universe of electronically available information.


Twenty-six (26) Digital public libraries. One in each district across the country by the end of 2018 including National Library.

Colombo, Badulla, Batticaloa, Kurunegala and Polonnaruwa public libraries will be developed as digital libraries in pilot phase.
