Electronic Revenue Licence System (eRL)
Introduction
The Electronic Vehicle Revenue License System, commonly known as the eRevenue License System (eRL), is a key initiative of the Information and Communication Technology Agency (ICTA) of Sri Lanka. Launched in December 2009 in the Western Province, the eRL solution was the first connected transactional Government service offered to vehicle owners in Sri Lanka.
System Overview
The eRL system is a centralized, web-enabled platform used by Divisional Secretariats (DS) to issue vehicle revenue licenses and an online service (eService) that enables citizens to renew their licenses themselves. The system connects various stakeholder organizations, including the Department of Motor Traffic (DMT), Provincial Departments of Motor Traffic (PDMT), insurance companies, emission testing companies, banks, and financial organizations that provide essential services to complete the issuance of the licenses.
In 2013, ICTA enhanced the eRL solution and developed it as a centralized system. The rollout of the eRL solution in other provinces began in 2014, and it has since been successfully implemented island-wide.
System Performance
The eRL system holds the revenue license records of all vehicles in the country and is currently running at full capacity. eRL, hosted in the Lanka Government Cloud (LGC), operates smoothly island-wide, over the Lanka Government Cloud (LGC) covering all 333 Divisional Secretariat Offices at over 550 locations, which the LGC and LGN are another very successful infrastructure initiative by ICTA.
Success and Future Plans
The eRL initiative has been successful in achieving its objectives and has revolutionized the way revenue licenses are issued and renewed in Sri Lanka. ICTA remains committed to improving the eRL solution, leveraging the latest technologies to further enhance its functionality and performance.
The newer version of the system, eRL2.0, is currently underway and will enrich the system with more functionalities to meet changing business needs and provide more efficient services to the public, while improving the system performance and providing greater reporting facilities to support the backend operations of the system.
Objectives of eRL2.0
The objectives of eRL2.0 are as follows:
- Use the latest technologies to meet current functional and performance needs.
- Enable the issuance of licenses from any province.
- Streamline fund transfers among provinces.
- Create a paperless environment by scanning and digitizing documents.
- Implement workflow-based authorization to improve process efficiency.
- Provide comprehensive dashboards for different user levels. Include report builder and ad-hoc reporting facilities for management reporting.
- Create an ecosystem with stakeholder integration.
- Offer online licensing for greater customer convenience.
Overall, the eRL system is a groundbreaking platform that has significantly improved the way revenue licenses are issued and renewed in Sri Lanka. The ongoing development of eRL2.0 demonstrates ICTA's continued commitment to innovation and improving services for citizens.

Further, the citizen have the facility to renew their revenue licenses Online at any time and at any part of the world, simply with an online payment mode. eRL facilitated with many system integration to provide more convenient service to the citizens and the Officers at the DS level as well.
