HHIMS Outcome Assessment

This report unveils significant shifts in Sri Lanka's ICT workforce, with a remarkable 50.7% growth from 2014 to 2018. ICT companies have emerged as the dominant employers, constituting 65.5% of the workforce, surpassing non-ICT companies by a substantial margin. Notably, the BPM workforce has grown by 46.2%. Job categories have evolved, with software engineering taking the lead, accounting for 36% of the workforce in 2018. The gender balance has improved, with 34% female participation. Additionally, the workforce's qualifications and experience have seen substantial enhancements, with over 85% holding a Bachelor's degree or higher in 2018. Despite this growth, there's a looming gap between ICT workforce demand and supply, necessitating immediate attention from policymakers and stakeholders to align training with market needs.

Cross Government Digital Document Management System (DDMS) Assessment Report

Evaluation of the eRL (e-Revenue License) System
This report presents the outcomes of a two-month evaluation of the existing e-Revenue License (eRL) system. The assessment also sought to outline the prerequisites for a forthcoming eRL system that will supersede the current one. Initially introduced in 2009, the eRL system covered the Western Province and has since expanded to encompass all provinces and divisional secretariat divisions. Prior to its implementation, individuals were required to visit their respective DS offices for vehicle revenue license renewals. However, with the introduction of eRL, this process can now be conveniently carried out at any PDMT or DS office within the province where the vehicle is registered, irrespective of provincial boundaries, and even through the online platform.

Smart Social Circle Project Outcome Assessment Report

This report presents the Baseline Study and Outcome Evaluation of the Contingent Emergency Response Components (CERC) Digital Transformation Projects, executed by the Information and Communication Technology Agency (ICTA) in Sri Lanka. These projects were initiated in response to the COVID-19 pandemic, aiming to establish efficient home-based work platforms for government operations during lockdowns. The projects encompassed critical areas such as video conferencing, email solutions, digital platforms, and cloud expansion. This assessment, conducted in collaboration with MG Consultants (Pvt) Ltd, delves into the baseline analysis carried out across various government entities to provide a comprehensive understanding of the pre-operational conditions and set the stage for outcome evaluation.

e-Government Evaluation Survey
ICTA hired GreenTech Consultants to conduct a final evaluation of the "Combined Telecentre and eSociety" project, with a completion deadline of December 2013. The project was overseen by ICTA's Monitoring and Evaluation Unit. This report, along with Volume 1, constitutes the "Outcome Evaluation Study Report." GreenTech had previously assessed the "eSociety Development Initiative" on three occasions in 2008, 2009, and 2011, which provided them with the knowledge and expertise for this assignment.
The report is organized as follows: Chapter 1 introduces eSri Lanka and eSDI, outlining the study's Terms of Reference. Chapter 2 explains the study methodology, and Chapter 3 describes the achievements of the eSDI implementation process. Chapters 4 and 5 present the outcome and impact level achievements, organized by project type and thematic area. Finally, Chapter 6 provides a summary of results, including overall conclusions, lessons learned, and recommendations.

Telecenter Outcome Evaluation Survey
The Nenasala project in Sri Lanka, initiated by the Information and Communication Technology Agency (ICTA) in 2005, aimed to provide affordable ICT services to rural communities. As of November 2013, there were 741 Nenasala Telecentres established throughout the country. These centers typically offered computers, internet access, training, and various office facilities.
The study's objective was to assess the effectiveness of the Nenasala project and understand the impact on beneficiaries in terms of behavior, knowledge, attitude, skills, and conditions. The methodology involved face-to-face interviews with Telecentre operators, users, and residents in catchment areas. Stratified random sampling was used to select 210 Nenasala centers from all provinces.

e-Society Outcome Evaluation Survey
The Government of Sri Lanka launched the e-Sri Lanka Development Project in 2005, a pioneering initiative to leverage Information and Communication Technology (ICT) for social integration, peace, economic growth, and poverty reduction. The project's key objectives included improving government services, empowering marginalized groups, developing ICT leadership and skills, and fostering employment through the ICT sector.
A major component of this initiative was the Re-engineering Government Programme, which aimed to enhance government efficiency, transparency, and quality of services through ICT. It comprised several interdependent components, including building information infrastructure, developing ICT human resources, modernizing government services, and promoting Sri Lanka as an ICT destination.
