Human Resource Capacity Building

Aiming at a digitally competent society and an empowered Government workforce with required competencies towards enhancing their ability to identify and meet development challenges in achieving “Digitally Inclusive Sri Lanka” vision. This thrust area will strongly concentrates on providing quality and lifelong learning for all individuals, groups, organizations and societies through the use of Digital Technologies towards Strengthening education for sustainable development.

For this ICTA envisages building a competent workforce through all available channels in national and provincial education.

The logical next step will be building a robust interaction between the education institutes and industry. This requisite can only be achieved through a mutual understanding of both parties of their ever changing needs. Industry has a responsibility to absorb the expanding output of higher education institutes. On the other hand, higher education establishments have a crucial obligation to match the expected quality of the industry in terms of both text and soft skills. ICTA envisages meeting this intricate balance through Technology and Education clusters.

Government

“Excellence in leadership for the transformation towards the digital governance”

The Information and Communication Technology Agency of Sri Lanka (ICTA) is the apex body in implementing the Government ICT policy and making recommendations for policies required for ICT based development in Sri Lanka aligning with the national development agenda.

As part of the above agenda, ICTA is in the process of formulating and driving national level initiatives towards developing and empowering all sectors through the intervention of digital technologies. In this regard, Information and Communication Technology (ICT) for Government sector has been considered as one of the key development areas to be addressed.

Digital Government is a process of reform in the way Governments work, share information, engage citizens and deliver services to external and internal clients for the benefit of both government and the clients that they serve. Digital Government improve delivery of services to citizens, businesses and employees; engage citizens in the process of governance through interaction; empower citizens through access to knowledge and information and make the working of the government more efficient and effective.

In order to uplift the Digital Government in Sri Lanka to the next level, there is considerable work to be carried out during the next three (3) years. Considering the level of integration that need to be achieved in and across the Government and major initiatives, it is mandatory to have proper leadership in place. The leaders need to play a role from the level of institutional governance and implementation of Digital Government up to national level policy making. Human Resources are considered as the most important pillar in digital transformation in Government. Uplifting capacities among government officials at all levels is vital to sustain the all-digital government efforts made by Information and Communication Technology Agency of Sri Lanka (ICTA). With the digital transformation taking place in the Government, it is mandatory to equip government officials at all levels with the required competencies in Digital Government and associated areas. This is being considered as one of the most important pillars to enable and sustain the digital transformation in government. ICTA initiates numerous programs to create awareness about Digital Government policies and strategies among government officials.

Information and Communication technologies (ICTs) are increasingly being recognized as essential tools of development – tools that can empower citizens, enhance skills, increase productivity, and improve governance at all levels.

This program will initiate strategies to build required capacities among all citizens to ensure the development of the foremost social movement to foster ethical and responsible use of potential ICT technologies and social to improve the quality of livelihood of all citizens

ICT in Education Sector

In line with government’s vision and the national development agenda, the education sector, considered as a key thrust area, which directly contributes towards the development of a knowledge based society and knowledge based economy. ICT plays a significant role in transforming the conventional teaching & learning approach and further enhancing opportunities for learners. By way of promoting IT education at all levels of education and by allowing the younger generation access to global job opportunities will directly contribute towards the government policy on “Digitization of the economy”. It also aligns and contributes towards the government education policy on “Facilitation to access to the digital world”.

  • This program will ensure the enabling quality & lifelong learning for all through the use of Digital Technologies irrespective of the geographical and other boundaries
