Aiming at a Digitally competent society and an empowered Government workforce with required competencies towards enhancing their ability to identify and meet development challenges in achieving Digitally inclusive Sri Lanka vison. This thrust area will strongly concentrates on providing quality & lifelong learning for all individuals, groups, organizations and societies through the use of Digital Technologies towards Strengthening education for sustainable development.

Objectives

Government

With the upcoming eGovernment developments, and the national eDevelopment agenda it is mandatory to equip government officers at all levels with appropriate competencies. People pillar considered as the most important and crucial aspect in eTransformation. Hence, it is essential to uplift the level of competencies of government officials to make the government moved from current status to the next eGovernment maturity level.

To ensure that government officials including top level executives at all levels are well equipped with required competencies focused, continuous capacity building initiatives will be conducted by ICTA. ICTA will also get the support and collaborate with all key entities involved in capacity building. This will contributes to the following;
Positive top level officials who has knowledge & understanding of eGovernment. They will lead to and drive the eGovernment vision and implementation in their respective domains/organizations.
Competent Middle and Junior management with a higher level of support and buying in for eGovernment initiatives
More knowledgeable, competent and empowered CIO community. They will drive and facilitate eGovernment implementation in GoSL
More productive government workforce equipped with appropriate competencies for eGovernment implementation and service delivery

General Public

Information and Communication technologies (ICTs) are increasingly being recognized as essential tools of development – tools that can empower citizens, enhance skills, increase productivity, and improve governance at all levels.

This program will initiate strategies to build required capacities among all citizens to ensure the development of the foremost social movement to foster ethical and responsible use of potential ICT technologies and social to improve the quality of livelihood of all citizens

This will contributes to the following;

  • Improved transparency in the society
  • Peace and equity/Inter ethnic/cultural harmony

Education

As per the vision of the government and the national development agenda, education sector considered as a key thrust area which is directly contributes towards the development of a knowledge based society and knowledge based economy. ICT has a significant level of role in the development of education to the next era.
